국문 초록

부상하는 국가와 기존 패권국가 간의 전통적인 갈등은 그래함 앨리슨 교수가 투키디데스함정으로 지적한 바와 같이 중국과 미국 간의 충돌로 확연히 드러나고 있다. 반면 조세프 나이 교수는 상승하는 경쟁국이 패권을 장악하기에 충분히 강하다고 할 수 없어서 겪을 수 있는 킨들버거함정의 가능성을 제기하고 있다. 본 논문에서는 중국과 미국이 상승국가와 패권국가 간에 겪고 있는 갈등을 투키디데스함정과 킨들버거함정에 대비해서 심층적으로 비교 분석해 보고자 한다. 시진핑 주석이 추구하는 ‘중국몽’과 트럼프 대통령이 내세우는 ‘미국우선주의’로 맞서면서 양국관계는 자국의 핵심이익을 지키기 위해서 분쟁이 격화되는 양상을 보인다. 이에 따라 예견되는 갈등 상황에 대해 3가지 영역—무역전쟁, 영토분쟁개입, 홍콩보안법--에서 제기되는 문제를 점검해본다. 이러한 쟁점들을 통해서 내년에 새롭게 출범하는 미국 바이든 행정부의 정책 방향에 따라 투키디데스함정이거나 킨들버거함정에 빠져 현실화할 가능성을 분석함으로써 중·미관계에 미칠 영향을 예측해 볼 수 있다.

영문 초록

The classic conflict between a rising power and a ruling power, what Allison describes as Thucydides’s trap, is again manifested in the clash between China and the United States. Joseph Nye, on the other hand, has also raised the possibility of Kindleberger’s trap, which occurs when the emerging contender for hegemony is insufficiently strong. This paper looks at Thucydides’s and Kindleberger’s traps through the scope of Sino-American relations to analyze and understand the shifting balance of power between the rising power and the ruling power. Based upon our comparative understanding of these two concepts, the “China Dream” and “America First” policies, along with potential sources of conflict between China and the United States, including the trade war, territorial disputes, and the Hong Kong security law, will be examined. Furthermore, given the recent U.S. elections and the transition from Donald Trump to a Joe Biden presidency, this paper discusses the implications a new administration in Washington will have on Sino-American relations and how this will influence the likelihood of either Thucydides s trap or Kindleberger s trap becoming reality.
