자원봉사정책 개발을 위한 국내·외 연구 동향 분석

국문 초록

본 연구는 국내·외 자원봉사 관련 학술 빅데이터를 텍스트 마이닝 기법을 활용하여 핵심키워드를 비교 분석하고, 연구체계를 과학적으로 분석하여 국내 자원봉사정책 개발을 위한 학술적 근거 제시를 목적으로 한다. 연구의 목적을 달성하기 위하여 한국교육학술정보원(RISS), 한국학술정보(KISS), 국가과학기술정보센터(NDSL) 데이터베이스를 이용하여 수집 연구목적에 적합한 총 474개의 학술논문을 분석대상으로 하였다. 연구결과, 국내·외 자원봉사 관련 논문에서 공통적으로 다수 등장하는 단어는 ‘교육’, ‘관리’였으며, 국내 연구에서만 등장하는 중심핵심어는 ‘노인’, ‘복지’, ‘프로그램’, 국외 연구에서만 나타난 중심핵심어는 ‘health’, ‘family’, ‘policy’, ‘government’, ‘society’, ‘adult’ 이었다. 또한 최근 자원봉사연구의 하위 주제로는 자원봉사 교육, 정책으로서의 자원봉사, 실천으로서의 자원봉사 등으로 도출되었다. 연구결과를 종합적으로 해석해보면, 향후 자원봉사 관련 연구의 방향성이 자원봉사 관련 교육과 정책, 관리와 실천으로부터 점차 사회적 자본 및 시민 참여의 기제로 발전될 필요성이 있다는 시사점이 도출되었다. 특히 2020년 ‘자원봉사활동기본법’ 개정안에 나타난 민간중심의 자원봉사 체계 구축과 시민참여교육의 제도화 방안은 국내보다 국외 연구에서 시사되었던 정책적 개념이므로 거버넌스적 대응에 의한 자원봉사정책의 개발과 연구의 활성화 방안을 제언하였다.

영문 초록

This study aims to compare and analyze keywords and scientifically analyze the research system by utilizing text mining techniques for domestic and foreign volunteer-related academic big data. In this study, a total of 474 academic papers suitable for collection research purposes were analyzed using the Korea Institute of Education and Academic Information (RISS), Korea Academic Information (KISS), and National Science and Technology Information Center (NDSL). According to the study, the common words in domestic and foreign volunteer-related papers were‘education’ and‘management’, and the central keywords in domestic research were ‘aged’,‘welfare’,‘program’ and‘policy’,‘government’,‘social’ and‘adult’. In addition, the subtopics of volunteer research have been derived from volunteer education, volunteering as a policy, and volunteering as a practice. A comprehensive interpretation of the findings suggests that the direction of future volunteer-related research needs to gradually change from volunteer-related education, policies, management and practice to a mechanism of social capital and civic participation. In particular, the efforts to legislate civic participation education under the proposed revision of the Framework Act on Volunteer Activities in 2020 need to be activated in governance response as it was a policy concept suggested in overseas research rather than in Korea.
