국문 초록

본 연구는 문화재 사무 지방분권 강화가 요청되는 시점에 지방자치단체의 문화재 담당 공무원의 지방분권에 대한 인식을 탐색함으로서 광역/기초 공무원의 인식차이와 지방분권 찬성/반대 공무원의 인식차이를 알고자 하였다. 이를 위해 설문조사를 토대로 집단차이분석(T-test)을 실시하였으며, 심층인터뷰를 통해 이를 보완하였다. 연구대상은 광역/기초 공무원을 대상으로 현재 지방자치단체 문화재행정 수준과 국가사무의 지방사무 이양에 관한 효과 등의 2가지 항목에 대한 집단 차이분석을 실시하였으며, 이를 분석 집단은 광역과 기초, 지방이양 동의와 비동의 등 2개 집단으로 구분하였다. 문화재는 전국에 산재되어 있어 문화재청이 중심이 되어 관리하기가 어렵지만, 문화재 관리는 국가사무가 대부분이다. 지방분권과 관련한 선행연구의 특징은 지방분권과 관련한 연구는 많으나, 문화재와 관련된 사회과학 연구가 거의 없다는 것이다. 본 연구는 이러한 선행연구의 한계를 극복한 학술적 의의가 있다. 집단차이분석을 통해서 문화재 국가사무를 지방사무로 이양할 때 지방자치단체의 특성을 고려해야 하고, 문화재청과 지방자치단체의 협력을 활성화하기 위한 조직 신설을 제안하였다.

영문 초록

study conducted a group difference analysis on two groups in charge of cultural heritages of local municipalities, such as the current administrative level of it and effects of state affairs on the transfer of local affairs. The group for analysis was divided into two groups: ‘metropolitan･primary’, and regional transfer ‘agreement･disagreement’. Cultural heritages are scattered all over the country, making it difficult for the Cultural Heritage Administration to manage them, but most of them are state affairs. With the recent strengthening of decentralization, the administration of cultural heritages centered on state affairs is likely to be transferred to local affairs. The characteristic of prior studies related to decentralization is that there are many studies related to decentralization, but few social science studies related cultural heritages. This study has an academic significance that overcomes the limitations of these previous studies. Through a group difference analysis, the characteristics of local municipalities should be considered when transferring national affairs of cultural heritages to local affairs, and the new organization was proposed to promote cooperation between the Cultural Heritage Administration and local municipalities.
