국문 초록

이 연구는 관료와 국민의 관계를 관료의 국민에 대한 인식 형성의 측면에서 분석하고자 한 시도이다. 발전주의 국가를 통한 국가의 발전 과정을 거친 한국의 경우 오랜 기간 동안 관료는 국가의 발전목표를 수립하고 이를 달성하기 위한 구체적인 계획을 세우는 역할을 담당하였다. 이 과정에서 관료는 국민을 이끌고 계몽하는 존재로서 역할 하였다. 그 결과 관료의 입장에서 국민의 이해와 요구는 중요한 고려의 대상이 아니었으며 국민은 동원과 계몽의 대상에 머물러 있었다. 이와 같은 국민에 대한 관료의 인식과 이해는 민주화 이후 오랜 기간 동안 유지되었다. 관료의 국민에 대한 기본적인 인식은 민주화의 진전과 국민의 권리의식의 제고 속에서 새롭게 조정될 필요가 있는 것이기도 하였다. 그러나 여전히 한국의 관료는 국민과의 사회경제적 격차의 확대 속에서 국민과의 먼 거리를 유지하고 있다. 동시에 권리의식의 제고 속에서 자신이 처한 문제의 직접적 해결을 요구하는 국민을 민원인으로서 제한적으로 접촉하면서 국민에 대한 부정적인 인식을 형성하고 있는 것으로 판단된다. 이러한 상황은 관료와 국민의 사회경제적 격차의 심화와 함께 관료와 국민의 거리감을 더욱 심화시키고 있으며 관료가 국민을 비이성적인 존재로 여기는 상황으로 이어질 것으로 판단된다.

영문 초록

This study is an attempt to confirm the relationship between the bureaucrat and the people, especially how the bureaucrat perceives the people. In the case of Korea, which has gone through the process of national development through a developmental state, the bureaucrat has played a role in establishing the national development goals and establishing specific plans to achieve them for a long period of time. In this process, the bureaucrat played a role that led and enlightened the people. In other words, from the standpoint of the bureaucrat, the interests and demands of the people were not an important object of consideration. These bureaucrat s perception and understanding of the people was maintained for a long period after democratization. But these perception of the needed to be newly adjusted as democratization progressed and the people s awareness of rights was raised. However, the Korean bureaucrat still maintains a long distance from the people amid the widening socioeconomic gap with the people. At the same time, it is judged that they are forming negative perceptions of the people by having limited contact with the people as civil petitioners who demand direct solutions to their problems amid raising awareness of their rights. This situation, along with the deepening of the socioeconomic gap between the bureaucracy and the people, deepens the sense of distance between the bureaucracy and the people, and is likely to lead to the bureaucracy s view of the people as irrational.
