한국의 동북아 LNG 허브 구상의 실패요인 분석

국문 초록

동북아시아는 전 세계 최대의 LNG 소비지역으로 부상하고 있다. 그럼에도 불구하고 동북아시아 지역은 다른 지역에 비해서 훨씬 비싼 가격으로 천연가스를 공급받고 있는 “아시아 프리미엄” 현상이 지속되고 있다. 이는 지역 내에 영국의 NBP, 미국의 헨리(Henry)허브와 같은 지역적 가격거래 시스템이 부재한 것이 이와 같은 요인 중 하나로 볼 수 있다. 실제 국내기업 중 효성그룹은 지난 2010년 아시아LNG허브를 출범하고 동북아 국가의 구매력을 앞세워 저렴하고 안정적으로 LNG를 구입할 수 있도록 동북아 LNG 스팟시장을 건설할 계획이었다. 아시아LNG허브는 한국 남해안 저장시설에 LNG를 저장했다가 타 국가에 판매하는 350만톤 규모의 LNG 허브 터미널 구축 사업을 의욕적으로 추진하였다. 그러나 한국에서 LNG허브를 운영한다는 계획을 2010년부터 추진하였던 효성그룹이 2014년 2월 12일 LNG허브 설립계획을 철회하였다. 이는 효성기업이 한국, 중국, 일본에서 증대하는 천연가스 시장의 잠재력만을 보았지, 각국 천연가스 산업환경의 차이점 및 천연가스에 관련된 해당국 정부정책 및 기업전략에 대해 면밀하게 검토하지 않았기 때문이다. 따라서 본 논문에서는 우선 중국, 일본, 한국에서 LNG소비 증가상황 및 동북아시아 3국에서 LNG소비 증가에 대한 원인에 대해 비교분석하였다. 또한 본 논문은 중국과 일본의 천연가스 관련 정부정책 및 각국 에너지기업의 전략에 대해서 비교분석하면서 효성의 LNG허브가 실패할 수 없었던 원인에 대해서 파악하였다. 이를 통해 본 논문은 한국과, 중국, 일본에서 천연가스 수요가 급격하게 증대하고 있지만, 일본의 경우 미국의 셰일가스를 확보하고, 싱가포르를 중심으로 발전하고 있는 LNG 트레이딩 허브에 일본기업이 투자를 하고 있는 것을 규명하면서, 굳이 일본기업이 한국에 LNG 트레이딩 허브 없이도 천연가스를 저렴하게 안정적으로 확보할 수 있는 방안을 개발하고 있음을 규명하였다. 중국의 경우는, 한국, 일본과는 달리 상당한 매장량의 자체 천연가스전을 가지고 있어서, 인근국가와 PNG망을 확장하는 것을 통해서 천연가스망의 안정성을 확보하고 있다. 따라서 중국이 한국을 중심으로 한 LNG 트레이딩 허브에 큰 관심을 기울일 필요가 없음을 파악하였다.

영문 초록

North East Asia became the most important consuming market for the LNG. Despite the market size, North East Asian countries paid higher price for the Natural gas than the other countries. This situation is called “Asia Premium”. One of reasons of this abnormal situation is the absence of Natural Gas trading hub like the NBP or the Henry hub in USA. In fact, the Korean Big Business “HYOSUNG” has established “Asia LNG Hub” in 2010. With the important purchasing power of natural gas by the North East Asian countries, this enterprise had a business plan to build North East Asia LNG Spot Market which facilitates stable LNG supply in North East Asia. This business project includes building of LNG Hub Terminal with capacity of 3.5 million ton. The reservoirs of LNG were planned to be built and operated in the south coast of Korea. The LNG from these reservoirs would be able to sold to the other countries. However, on February 12, 2014, the enterprise “HYOSUNG” decided to close this business project. This enterprise did not take “the difference of natural gas industry between China, Japan and Korea” and “the difference of corporate and governmental strategy of natural gas between China, Japan and Korea” into consideration. This paper analyzed the situation and the reasons about the increasing consumption of LNG in North East Asian countries: China, Japan and Korea. This paper analyzed also the reasons of the failure of business project of the entreprise “HYOSUNG” with the comparative studies of governmental and corporate strategy in China, Japan and Korea. According to the research of this paper, even if China, Japan and Korea have a similar trend of the increasing consumption of Natural gas, Japan is developing the exploitation of US Shale gas and Japanese energy companies has invested in the creation of LNG Trading hub in Singapore. Contrary to the situation in Korea and Japan, China has important natural gas reserve in its own territory. China has been increasing the network of PNG. It contributes to the stability of Natural Gas supply in China. It explains the low level of interest from China about the creation of LNG hub in Korea.
