영문 초록

This study systematically explores the limitations of the culture and arts promotion fund program evaluation and suggests both reform direction and policy implications for better practical evaluation. We build the analytical model categorized in three dimensions: evaluation indicator, evaluation method, evaluation operation. And then, this study analyzes the evaluation system by the focus group interview and the depth interview of experts. According to the results, this study suggests that this program evaluation needs to play a role as diagnosis and consulting to provide useful information for program improvement, rather than focusing on program evaluation itself. Therefore, future evaluation approach should become an evaluation conducting consulting and helpful analyses through comprehensive diagnosis and feedback. In addition, this evaluation needs to organize and build a new system model which can consider and integrate the characteristics of grants and lottery by comprehensive diagnosis, not indicator-oriented evaluation. For carrying out this evaluation system, the Ministry of Culture, Sports, and Tourism would need to introduce a depth evaluation method. We expect that the findings can provide significant information and policy implications in order to improve this evaluation system.
