국문 초록

본 연구는 공공기관의 사회적 가치 성과를 경영평가 점수를 통해 확인해 보는 것을 목적으로 2019년 평가결과를 분석한 결과 사회적 가치 계량 성과는 기관 유형 외에 다른 분야와 관련이 없었고, 사회적 가치 비계량 성과는 기관 유형 및 경영관리 비계량 성과와만 관계가 있는 것으로 나타났다. 사회적 가치 계량과 비계량 성과 간에도 통계적으로 유의미한 관계가 없는 것으로 나타났다. 이에 따르면 경영관리나 주요사업 성과를 만회하는 수단으로 사회적 가치 점수가 이용될 수 있다는 일부 지적은 타당하지 않은 것으로 보인다. 공공기관의 사회적 가치 분야 성과가 경영관리나 주요사업, 기관의 규모와 상이한 차별성이 있다는 것은 바람직한 것으로 이해될 수 있으나, 기관이 거둔 타 분야 성과나 기관 규모와 관계 없이 대부분의 기관이 높은 계량 점수를 받았거나 보고서 기술 방식에 따라 나눠주기 방식으로 비계량 점수를 받았기 때문일 경우 진정한 의미의 성과평가가 아닐 수 있다는 한계도 존재한다. 앞으로 공공기관 경평 점수를 대상으로 한 시계열 분석과 같은 추가적인 연구가 이루어질 필요가 있다고 판단된다.

영문 초록

The aim of this study is to identify outcome of social value activity pursued by public institutions through the result of Public Institution Management Evaluation. From the analysis of it, we found that quantitative results of social value factor has no significant relationship with the other factors except the type of institution while qualitative results has significant relationship with qualitative result of business management factor and the type of institution. It was also found that quantitative and qualitative results of social value factor has no significant relationship with each other. Based on this, some arguments that the result of social value factor might be used to compensate the other results of business management factor or main program factor. In one way, it could be understood as desirable that the result of social value factor driven by public institute has independence from the other factors; and in the other way, it shows shortcoming of such evaluation in that higher level of quantitative results of social value are achieved by most public institutions similarly while qualitative results are given after considering normal distribution among institutions. We expect more time-series studies to be tackled for better understanding of social value results of them.
