정부기관 및 사회기관 신뢰에 대한 국민과 공무원의 인식 차이에 관한 비교 연구

국문 초록

본 연구는 정부기관 및 사회기관에 대한 신뢰에 영향을 미치는 요인에 있어 국민과 공무원 간에 인식 차이가 있을 것으로 보고, 이를 파악하기 위해 실증분석을 실시하여 정부신뢰 제고를 위한 정책적 함의를 도출하고자 하였다. 이를 위해 정부 및 사회에 대한 신뢰에 대해 이론적으로 논의하고, 선행연구 검토를 통해 신뢰에 영향을 미치는 주요 요인으로 행정서비스 만족, 정부정책 및 정부역할에 대한 인식을 선정하여 본 연구의 분석틀을 도출하였다. 설정된 연구 분석틀에 따라 2013년 한국행정연구원에서 실시한 ‘행정에 관한 국민 인식조사’ 자료와 ‘행정에 관한 공무원인식조사’ 자료를 사용해 다중회귀분석을 실시하였다. 분석 결과, 정부기관 신뢰에 대해 국민은 사회정책 만족과 정부지출 확대가, 공무원은 행정서비스 만족과 경제정책 및 사회정책 만족이 긍정적인 영향을 미치는 것으로 나타났다. 한편, 사회기관 신뢰에 대해 국민의 경우 정부지출 확대가 긍정적인 영향을, 정부의 경제 개입은 부정적인 영향을 미치는 것으로 나타났으며, 공무원의 경우 경제정책 및 사회정책 만족과 정부지출 확대가 긍정적인 영향을 미치는 것으로 밝혀졌다. 이와 같이 본 연구에서 수행한 실증분석 결과에 따라 향후 정부가 이에 대한 국민의 인식을 고려 및 반영함으로써 정부기관에 대한 신뢰를 효과적으로 제고할 수 있을 것이다. 본 연구는 정부신뢰에 대한 국민의 인식만을 살펴온 기존연구를 확장해, 정부를 운영하는 공무원이 이에 대해 어떻게 인식하고 있는지 살펴보고 국민과 공무원의 집단 간 인식 차이를 비교분석하고자 시도하였다는 점에서 연구의 의의를 들 수 있다.

영문 초록

This study aims to analyze factors affecting trusts in governmental and social institutions. The differences between perceptions of people and public servants are compared. This analysis is conducted in order to empirically identify differences in affecting factors and derive policy implications for improving governmental trust. An analytical framework for this study is derived by using satisfaction of government services, government policies, and roles of government as main factors affecting trusts. ‘A Survey of Citizens’ Perceptions on Pubic Administration’ and ‘A Survey of Public Employees’ Opinions on Pubic Administration’ data (KIPA, 2013) are used for multiple regression analysis. The results for trust in governmental institutions indicate that satisfaction of social policies and expansion of government spending have positive influences for people, while satisfaction of government services, and satisfaction of economic and social policies have positive influences for public servants. On the other hand, for trust in social institutions, it is found that expansion of government spending has positive influence but government intervention in the economy has negative influence for people, while satisfaction of economic and social policies and expansion of government spending have positive influences for public servants. Thus, trust in the government institutions will be able to be effectively improved by considering results of empirical analysis found in the present study. This study has a significance in the fact that it attempts to expand previous researches by using both perceptions of people and those of public servants. The differences between two groups, people and public servants, are also compared.
