국문 초록

노인인구구조의 변화에 따른 복지수요는 최일선의 기초자치단체에서 직접 행정서비스를 제공한다는 차원에서 접근한다면 중요한 환경변수가 될 수 있다. 이런 차원에서 노인인구구조의 변화에 따른 지방정부 노인복지예산의 대응성을 살펴보기 위한 분석지표를 개발하는 것이 본 연구의 목적이다. 즉, 지방자치의 정착과 2006년 복지사업예산의 지방이양 이후에 지방정부가 미시적인 서비스 환경인 복지서비스수요에 적극적으로 대응하는 존재로써, ‘지방정부의 사회복지기능을 둘러싼 사회복지 서비스 수요의 변화, 특히 노인인구구조의 변화에 따른 지방정부의 노인복지예산의 대응이 제대로 이루어지고 있는지‘를 살펴보기 위한 지표개발을 탐색해 보고자 한다. 이를 위해 복지관련 선행연구 중 인구를 기반으로 한 연구와 지방정부예산에 관한 선행연구를 체계적으로 검토하였다. 궁극적으로 노인인구구조 변화와 지방정부노인복지예산의 대응성에 관한 논의를 전개함으로써 노인복지예산의 대응성 분석 지표 개발을 위한 모형의 도출과 세부지표를 제시하였다.

영문 초록

Under the premise on local government provide direct-administrative service near by the citizen, the change of the aging age structure as such welfare needs will be the most important the one of circumstance variable. In this premise, the aims of this paper is try to index development for analysis on the responsiveness of the aging welfare budget in local government according to change of the aging age structure. For explore to reason that the mismatch between the change of the aging age structure and local government budget often is happened, this paper investigate reflectingly the preceding research and paper and also try to analysis the change of the aging age structure and the aging budget. In the end, Suggesting to sub-index and showing of model for index development for analysis on the responsiveness of welfare budget in local government according to change of the aging age structure enriches here after paper and research of related theme of this paper.
