부산금융중심지 발전을 위한 제도･정책적 제언

국문 초록

본 연구에서는 지정 10년이 지난 부산금융중심지에 대해 지금까지의 문제점들을 정리하고 활성화를 위한 여러 과제들을 도출하고자 한다. 부산금융중심지는 파생·해양금융 특화를 목표로 하였으나 그 달성수준은 만족할만한 수준은 아니라고 판단되며 국제 평가에서의 하락추세 등 금융중심지 정책의 한계를 드러내고 있다. 향후 부산금융중심지의 발전을 위해 먼저 특화 목표인 파생·해양금융이 부산지역의 실물경제와 유리된 상황을 타개해야 한다. 금융중심지법은 그 내용을 점검하여 부산금융중심지 발전을 위한 방향으로 개정되어야 한다. 또한 금융위원회가 적극적으로 부산금융중심지 발전을 도모하도록 만들도록 해야 하며 부산시도 부산금융중심지 정책을 포함한 다양한 정책들을 총괄하여 전략을 수립하고 종합적으로 추진할 필요가 있다. 공공기관 지방이전과 더불어 부산금융중심지를 문현지구로 한정하지 않고 문현지구 주변을 포함한 보다 넓은 지역으로, 북항과 부산역 도시재생 사업과의 연계나 에코델타시티, 부산진해경제자유구역을 포괄하는 방향으로 인식을 전환할 필요도 있다. 또한 부산시민들에게 부산금융중심지가 실제 부산에 도움이 된다는 인식을 심기 위해 관련 금융기관들의 문현지구 집적 및 부산지역의 금융산업 활성화와 일자리 창출을 위한 방안들도 모색해야 한다.

영문 초록

It s more than 10 years since Busan has been the International Financial Center. I summarize the problems of the policies for the Busan International Financial Center and derive tasks for activating Busan IFC. I conclude that Busan IFC aimed the specialized Derivatives and Maritime Finance Center, but achievements are not satified. Also the international evaluation rank of GFCI has been downward since 2015 and revealed the limitations of financial center policies. I recommend that the aim of Busan IFC as derivatives and maritime finance center should be reconsidered and suggest that the aim of Busan IFC changes to the specialized finance center including derivatives and maritime finance and other areas. Also I recommend to make review of the Financial Center Act and amendments of the Act. And there should be some pressures to FSC(Financial Service Committee) to promote the development of Busan IFC. Busan City also sholud make the organization to organize the co-work of Busan IFC, Busan-Jinhae Free Economic Zone, Busan Eco-Delta Smart City, Busan Innocity, Regulatory Sandbox, et al. I think that Busan IFC is not limited inside Munhyeon Innocity and suggest that Busan IFC should be wider including Busan North Port and Busan Station Rehabilitating Projects, or connected to Busan-Jinhae Free Economic Zone and Busan Eco-Delta Smart City. And more realistic ideas are needed to make Busan citizens to know that Busan IFC is very helpful to Busan and to develop financial industry and make more jobs in Busan area.
