국문 초록

이 연구는 기상요인이 구급서비스에 미치는 영향을 분석하는 것으로, 기상요인별 구급서비스 특성에 미치는 영향의 차이를밝히고 기상이상현상에 의한 구급서비스 제공 취약 정도를 조사하였다. 2017년 부산을 시간적공간적 분석 대상으로 설정하였다. 구급서비스의 특성은 부산소방본부의 119구급상황활동일지의 출동자료 중 출동건수, 출동소요시간, 출동거리, 관할 외 출동비율로 파악하였다. 기상요인은 기상청의 방재기상관측에서 제공하는 기온, 풍속, 강수량 자료를 이용하였으며, 기상이상현상은2017년 9월 11일 부산에서 발생한 호우로 설정하였다. 기상과 구급서비스 간 관계에 대한 회귀분석 결과는 첫째 요인별따라 차이가 있지만 기상요인은 구급서비스 특성에 영향을 미친다. 특히, 기온의 상승과 강수량의 증가는 구급서비스의적절한 제공에 부정적인 영향을 미치는 경향이 있다. 둘째, 2017년 9월 11일 발생한 집중호우 같은 기상이상현상은 구급서비스제공을 더욱 취약하게 하는 요인으로 작용하였다.

영문 초록

This study aims to analyze the impacts of meteorological factors on 119 Emergency Medical Services (EMS). Busan in 2017 was set as the temporal and spatial subject. It identified the differences in the effects of each meteorological factor on the characteristics of the 119 EMS and investigated the degree of weakness in the provision of EMS due to weather abnormalities. The characteristics of EMS were defined by the number of dispatches, EMS time, distance to dispatch, and the ratio of dispatches outside the jurisdiction in the 119 EMS activity report of the Busan Fire Headquarter. Meteorological factors included temperature, wind speed, and precipitation data from the Korea Meteorological Administration s Automatic Weather System (AWS), and the meteorological abnormality was set as heavy rain that occurred in Busan on September 11, 2017. The results of the regression analysis on the relationship between weather and EMS reveal that the weather factors affect the characteristics of EMS, although it differs according to the first factor. In particular, an increase in temperature and rainfall tends to negatively affect the proper provision of EMS. Weather anomalies, such as the torrential downpour on September 11, 2017, acted as a factor that made the provision of emergency services more vulnerable.
