국문 초록

저성장, 고령화, 인구감소시대 지역 간 성장격차를 완화하기 위한 다양한 전략을 국가별로 강구하고 있다. 중국은 혁신형 산업클러스터를 형성하여 세계 시장을 주도 하고 있으며 최근 주목받는 중관춘, 선전, 난징 등의 클러스터 역시 세계적인 첨단산업 단지로 성장하고 있다. 한국 역시 국가혁신클러스터의 형태로 2018년 국가혁신융복합단지에 관한 법률에서 지역별 중복·분산되어 있는 혁신 기능을 조정하고, 통합적 협력 체계를 구축하고 있다. 이러한 배경을 바탕으로 이 연구의 목표는 국가의 행정체계나 산업클러스터를 이뤄가는 구조가 왜 국가 간 그 유형 차이가 있는지를 분석하고 정책적 시사점을 도출하고자 한다. 본 연구에서 산업클러스터의 발전 방향과 그에 대한 관련 이론을 검토하였다. 또한, 중국과 한국의 산업클러스터의 단계적 성장과정을 분석하였다. 마지막으로 제도분석(Institutional Analysis) 관점을 적용하여 중국과 한국의 산업클러스터를 비교 분석하였으며 이 연구를 통해 다음과 같은 정책적 함의를 얻을 수 있다. 첫째, 법적 근거 차이에 의해 차이가 필수 불가결한 요소이지만, 기업 중심의 R&D 지원에 따라 산업클러스터가 발전하고 있음을 파악하였다. 둘째, 한국의 국가혁신클러스터는 주로 통일된 지원형태와 주체가 결합하도록 유도하고 있어서 유사하고 일반화된 형태로 변질될 가능성이 있으므로, 중국의 혁신형 클러스터처럼 독립성을 강화하는 형태가 요구된다. 셋째, 산업클러스터의 넓이의 차이가 분명하지만, 광의에서 협의로 발전해 나가고 있다는 양국 간의 유사성이 존재하였다. 넷째, 지정기준에 있어서 약간의 차이가 있지만, 시행 기간과 산학연의 네트워크 구축을 위한 생태계 조성이라는 큰 틀은 비슷한 것으로 밝혀졌다. 향후의 연구에서는 국가별 유형 차이를 설명하기 위한 비교분석의 다양한 요인들을 확장할 수 있다면 더 일반화된 연구결과를 얻을 수 있을 것이다.

영문 초록

Diverse strategies has been undertaken to narrow the economic gap between regions in a stage of sluggish development and a decrease in population per country. China is leading the global market by forming an innovative industrial clusters, and some clusters such as Zhongguancun, Shenzhen, and Nanjing, have recently grown into the world-class high-tech industrial complexes. Forming the National Innovation Cluster, South Korea has coordinated regional overlapping or distributed functions and built integrated cooperative systems based on the special act on the designation and support of high-tech complexes, as well. In this background the aim of this study is to analyze why national administrative systems or industrial clusters have differently established depending on the type of country, and to draw policy implications. In this study, the development direction of industrial clusters and related theories were reviewed. In addition, we analyzed the growth process of industrial clusters between South Korea and China. Lastly, we utilized the Institutional Analysis to compare and analyze industrial clusters in two countries. Throughout this study, the following policy implications can be obtained. First, although the legal differences might be indispensable, we found that the industrial clusters of both countries have been evolving based on the corporate-centered R&D. Second, because Korean industrial clusters are mainly driven to integrate standardized support and similar actors, which might weaken and prepress unique local characteristics, like Chinese innovative cluster, they needs to be shaped to strengthen their specialized independence. Third, despite a clear difference in the extent of industrial clusters, there is a similarity between the two countries in that they are narrowing down their areas. Fourth, even though they have the difference in the designation criteria, the time period for constructing the clusters and the big framework of the creation of ecosystems for the network of industry-university-institute are found to be similar. In future studies, more fruitful results could be obtained if the casual factors of comparative analysis to explain country-specific differences are identified or verified.
