국문 초록

연구목적: 본 연구의 목적은 일본의 지역화폐 정책의 변천과정을 간략히 살펴보고 현행 일본의 전자지역화폐 운영실태와 그 특징을 분석하는 데 있다. 논문구성/논리: 제2장에서는 전자지역화폐의 개념을 정리하고 일본의 지역화폐 관련 정책의 변천과정을 살펴보고자 한다. 제3장에서는 금융 IT 기술이 발전하면서 최근 본격적으로 등장한 일본의 전자지역화폐 운영사례를 중심으로 살펴보고, 이어 제4장에서는 앞장에서의 분석을 토대로 전자지역화폐 활성화를 위한 정책적 시사점을 도출해 보고자 한다. 마지막으로 제5장에서는 본 연구의 내용을 요약 정리한다. 결과: 본 연구에서 도출한 정책적 제언은 다음과 같이 제시할 수 있다. 첫째, 전자지역화폐의 발행 주체를 다양화할 것, 둘째, 전자지역화폐의 활용범위를 B2C에서 B2B로 확대할 것, 셋째, 전자지역화폐 활용 촉진을 위해 포인트 적립이나 캐시백 서비스 등의 인센티브를 제공할 것, 넷째, 전국 또는 지역 블록단위의 지방은행과 연계된 전자지역화폐 플랫폼을 구축할 것, 다섯째, 지역밀착형 금융기관의 역할을 재정립할 것 등을 제시하였다. 독창성/가치: 본 연구는 일본의 지역화폐 정책의 변천과정을 간략히 살펴본 뒤, 현행 일본의 전자지역화폐 운영실태 및 그 특징을 파악함으로써 향후 우리나라의 전자지역화폐 활성화를 위한 기초자료로 활용될 수 있다는 점에서 의의가 있다.

영문 초록

Purpose: The purpose of this paper is to briefly examine the transition process of Japan local currency policy, and to analyze the current state of operation of digital local currency in Japan and its characteristics. Composition/Logic: Section II summarizes the concept of digital local currency and examines the transition process of Japan local currency policy. Section III focuses on the Japanese digital local currency operation cases that have emerged in earnest with the development of financial IT technology, and then Section IV attempts to derive policy implications for activating digital local currency based on the analysis in the previous chapter. Section V summarizes the content of this article. Findings: The policy suggestions derived in this study are as follows : First, diversify the iss uers of digital local currency, second, expand the scope of use of digital local currency from B2C to B2B, third, provide incentives such as point accumulation and cashback service to promote the use of digital local currency, fourth, establish a digital local currency platform linked with local banks at the national or regional block level, fifth, to redefine the role of local financial institutions. Originality/Value: This paper is meaningful in that it can be used as basic data for revitalizing digital local currency in Korea in the future by looking at the transition process of Japan digital local currency policy and understanding the current state of Japan digital currency operation and its characteristics.
