국문 초록

경찰의 성과를 평가하는 것은 매우 중요하다. 어떠한 성과를 달성하고 도출하는지에 따라 경찰의 활동 지향성이 달라질 수 있기 때문이다. 현대의 경찰활동이 복잡다단해지면서 범죄 통제 중심의 성과 평가만으로는 시민들이 요구하는 성과를 달성하기가 어려워졌다. 따라서 오늘날 시민들의 요구에 따른 현대 경찰의 특성이 반영된 성과지표를 활용하여 성과가 평가되어야 한다. 본 연구는 현대 경찰의 성과 평가를 위한 지표에 대하여 논의하고 선행연구를 중심으로 성과 평가에 사용된 지표를 분석하여 현대 경찰의 성과 평가 활동 지향성에 대한 정책적 대안을 모색하였다. 연구 결과, 경찰활동의 지향성은 경찰 성과에 영향을 미쳤다. 투입 대비 산출로 이루어지는 성과 평가의 산술적 계산식에서 한정된 자원을 사용하는 경찰의 경우 협조적 시민들은 지역사회 경찰활동에 따른 전략적인 투입 증가 요소로 활용될 수 있었다. 결과적으로 현대 성과 평가는 객관적 지표와 함께 주관적 인식을 함께 고려해야 하며, 이때 민주적 경찰활동의 원칙이 반영되도록 해야 한다.

영문 초록

It is very important to evaluate the performance of the police. This is because the police s direction of action may change depending on what achievements they achieve and derive. As modern police activities have become more complex, it has become difficult to achieve the performances demanded by citizens only with performance evaluation centered on crime control. Therefore, performance should be evaluated using performance indicators reflecting the characteristics of modern police officers according to the needs of today s citizens. This study discussed the indicators for performance evaluation of the modern police and analyzed the indicators used for performance evaluation, centering on previous studies, to find a policy alternative to the orientation of the performance evaluation activities of the modern police. As a result of the study, the orientation of police activities had an effect on police performance. In the case of the police using limited resources in the arithmetic calculation of performance evaluation made of input versus output, cooperative citizens could be used as a strategic input increase factor for local police activities. As a result, modern performance evaluation should consider subjective perceptions together with objective indicators, and at this time, the principles of democratic police activities should be reflected.
