국문 초록

이 연구는 1990년대 이후 고등학교평준화 정책의 전개과정에서 나타난 평준화 재도입 운동을 중심으로 평준화를 둘러싼 학교교육 담론의 변용에 대해 살펴본다. ‘평준화’는 및 교육기본권의 보편화를 강조하고 보통교육 관점에서 한국 고등학교의 위상을 이해하고자 하는 흐름을 대표하는 용어로 자리매김해왔다. 1970년대에는 정부가 강력한 추진자였다면 시간의 경과 속에서 핵심 지지층이 변화해왔다. 즉 고교평준화정책은 ‘정태적’으로 유지되어온 것이 아니라 정책 환경의 변화와 함께 그 사회적 의미가 적극적으로 변용되어왔다고 할 수 있다. 이 연구에서는 1990년대에 평준화 적용이 해제되었다가 2000년대 이후 재적용(재도입)된 지역들에서 중요한 역할을 수행했던 지역단위 교육운동에 주목하고 평준화 재도입을 위해 실천적으로 개입한 교육활동가들의 진술을 통해 그들이 운동에 부여한 의미를 탐색하고자 하였다. 1990년대 이후 고교평준화정책이 비판담론 및 강화담론과의 관계 속에서 전개되어온 방식은 중등교육정책을 둘러싼 논쟁의 성격을 통시적으로 이해하고 현재적 시사점을 도출하는 데에 중요한 의의를 지닌다.

영문 초록

This study examines the evolvement process of the high-school equalization policy, focusing on the civil society movements committed to protect the policy since the 1990s. The equalization policy has often been considered one of the most controversial and radical school reform attempts in South Korea. The policy introduced a random assignment system for high school entry in 1974, abolishing selective and competitive school-based entrance systems. Since the 1980s, the subsequent governments began to modify this system, and since the early 1990s, concerned municipal areas were allowed to opt out of the system. Opting out of the system which meant returning to the exam-based competitive entry system, literally ranking the schools based on scores, caused much controversy in the respective areas and led to the formation of autonomous civil society organizations to protect the cause and finally return to the equalized system. Most areas have regained the status since the 2000s as a result of organized resistances and constant campaigns. This study has aimed at examining the shifting discourses over the equalization policy, in relation to the changing environment of its application, by interviewing key players in these movements from four provincial areas, and has discussed the implications in light of the current politics of school reform.
