국문 초록

공공기관의 사회적 가치 실현을 촉진하기 위해서는 공공기관 스스로의 노력도 중요하지만, 이를 뒷받침 해주는 중앙정부, 특히 정책 주무부처 및 소관부처의 역할도 중요하다. 본 연구는 공공기관의 사회적 가치실현을 촉진하기 위한 중앙정부 주무부처 및 소관부처의 역할 모색과 관련된 이론연구와 설문조사연구를 수행하였다. 설문조사에서는 정책 주무부처인 기재부의 역할 인식, 핵심 정책수단인 경영평가 영향에 대한 평가, 공공기관 역량강화를 위한 지원정책의 필요분야, 소관부처의 역할 인식을 조사하였다. 이를 기반으로 사회적 가치 정책거버넌스 재정립, 공공기관의 사회적 가치 실현 역량을 강화를 위한 실천적 방법론 지원, 경영평가제도의 부분적 개편, 기타공공기관을 포함한 공공기관 전반적인 거버넌스 재구축 검토 등의 정책과제를 제시하였다.

영문 초록

To promote the realization of the social values of public institutions, the efforts of the public institutions themselves are also important, but the role of the central government, especially ministry in charge of policy, and ministry in charge of institutions, is also important. This study carried out theoretical research and survey research related to the search for the role of the central government to promote the realization of the social values of public institutions. The survey looked into the role recognition of the policy responsible ministry(MOEF), evaluation of the impact of management evaluation system as the key policy means, need for support policies to enhance capacity of public institutions, and the role of the ministries in charge of institutions, Based on research results, this study suggests some policy recommendations; rebuilding policy governance for social values of public institutions; supporting practical methodologies to enhance the capability of public institutions to realize their social values; partial improving the management evaluation system; and restructuring overall governance of public institutions.
