영문 초록

In the 21st General Election, the use of big data is regarded as one of the biggest success factors for the ruling party. As the ruling party uses big data such as personal location information, candidates from the ruling party can contact more voters and place promotional materials properly. Although the information was purchased from a telecommunication company, it is not through the consent of the subject of the personal location information. While political parties and telecommunication companies urge that it is legal pursuant to the provision of the clue, the use for political purposes seems not to subject to the stated purpose(the statistics, academic research, or market research) in the Location Information Act. Therefore it is necessary to discuss whether the use of personal location information by political parties is suitable for exceptional purposes. In addition, the possibility of using credit information, including social networking services for political purposes through exceptions, should be reviewed. To prohibit excessive personal information for political objectives inconsistent with the exceptional purpose in the near future, a unified interpretation of exceptional purposes needs to be preceded. Restricted deregulation of related laws that emphasize privacy protection and monitoring from stakeholders including civil society are highly needed.
