학교통일교육과정 개선방안 탐색

국문 초록

본 연구는 문재인 정부의 출범과 변화된 통일 환경 시대에 학교통일교육의 적합성과 타당성을 확인하고, 학교통일교육과정의 개선방안을 찾는 데 목적이 있다. 이를 위하여 교육부와 통일부가 발표한 2019년 학교통일교육 실태조사결과를 재분석하였다. 아울러, 고교 통일교육 4개 교과목의 11개 교과서와 교육과정, 교과서 집필기준, 통일교육지침서, 통일교육지원법을 검토하였다. 주요연구결과로 첫째, 현행 학교통일교육은 남북평화와 통일에서 차지하는 중요성과 가치에 비해 매우 미흡하다. 둘째, 고교 ‘한국사’, ‘통합사회’, ‘한국지리’ 교과서의 통일교육내용은 대체로 양호하나, 고등학교 ‘생활과 윤리’의 특정 교과서의 내용은 매우 심각하다고 할 수 있다. 셋째, 고교 ‘한국사’ 과목을 제외하고는 박근혜 정부와 비교할 때 변한 것이 거의 없다. 학교통일교육과정의 개선 방안으로 첫째, 북한에 대한 객관적 이해와 남북의 평화와 공영에 대해 올바른 가치관과 태도 형성을 저해하는 교과서, 교과서 집필기준, 통일교육지침서(현 평화·통일교육: 방향과 관점)등의 내용은 즉시 수정되어야 한다. 둘째, 통일부의 구 통일교육지침서(현 평화·통일교육: 방향과 관점)를 대체할 수 있는 교육부의 국가교육과정 총론에 대한 개선 연구가 신속히 이루어져야 한다.

영문 초록

Since President Moon Jae-In took the office, there have been a lot of changes in inter-Korea relations as well as over-all environment to promote unification of two Koreas. Through this study, I aimed to check the current status of public education on national unification, so as to come up with a promotion strategy to achieve more progress in this front. To this end, I began by studying the results of the 2019 Survey on the Status Quo of School Education for National Unification (jointly conducted by the Ministry of Unification and the Ministry of Education). In addition, I analyzed eleven different textbooks on four school subjects included in the current high-school education curriculum for national unification. Through this research, I came up with some important points to note: 1. Considering the importance of inter-Korea peace and unification of two Koreas, our schools invest too little time on the subject. 2. Despite all the changes in inter-Korea relations and the landscape to promote unification of two Koreas, what we have is an obsolete national curriculum and textbook standards designed during the precedent (and less pro-unification) administration. 3. According to my analysis on existing high-school textbooks for national unification, a part of the content in the subject Life and Ethics needs an urgent revision. 4. We need to revise the general outline of national curriculum to include more content on ‘human characteristics desired in peaceful unification of two Koreas’ and ‘core competences to promote peace and integrity’, launching new subjects related to peaceful national unification with improved organizational standards and time allocation for each subject.
