독일 고등평생교육 정책과 실천의 시사점에 대한 탐구

국문 초록

현재 한국의 평생교육 정책에서는 대학을 개방하는 대학평생교육이 중요한 과제로 떠오르고 있다. 비전통적 학생들에게 대학을 개방한다는 점에서는 유럽과 비슷하지만 구체적인 방식에서는 차이가 적지 않다. 본 연구에서는 유럽의 국가 중 독일에서의 대학개방의 과제를 평생교육적 차원에서 다룬다. 독일에서의 대학개방은 한국과는 조금 다르게 진행되었다. 이 주제를 다루기 위해서는 문헌분석과 내용분석이라는 해석학적 연구방법을 활용하였다. 한국은 기능적 체제적 차원에만 관심을 많이 가지고 있고 대학의 입학자원감소라는 고등교육정책적 차원에서 주로 관심을 가지고 있다. 그러나 독일 사례에서 대한 연구결과를 살펴보면 독일은 세대 간 상호학습이라든지 노인 및 고령자 학습이라든지 하는 사회적 이슈에 대응한다는 차원에서 한국과는 큰 차이가 있다. 독일은 다소 가치지향적인 접근이 고등평생교육차원에서 이루어지고 있다고 말할 수 있다. 이러한 접근시각은 대학개방의 구체적 방식에서도 차이를 보이게 된다. 독일의 경우 대학의 교수방법의 새로운 변화모색, 교양교육, 전공교육 및 직업능력개발과의 연계 및 지역사회와의 협력 등에 새로운 시사점을 우리에게 제공한다.

영문 초록

For the lifelong education policies in Korea at present, the university lifelong education provided in the universities is emerging as the important task. While it’s similar to the lifelong education in Europe on the aspect that the universities are opened to non-conventional students, it’s much different from the detailed approaches. This study examines the opening of universities in Germany among the countries in Europe on the aspect of lifelong education. Opening of universities in Germany was slightly different from that in Korea. For the analysis, this study adopted the hermeneutic approach, that is, literature review and contents analysis. Korea is much interested only on the functional and systematic dimension mainly on the aspect of higher education policy, which is ‘reduction of admission resources in universities’. However, in accordance with the analysis on the cases in Germany, the university lifelong education in Germany is significantly different from that in Korea on the aspect that the former copes with the social issues including mutual study between generations and learning by the senior citizens. It can be explained that Germany implements the value-oriented approaches for higher lifelong education. Such approach also shows the difference in the detailed method to open the universities. The university lifelong education in Germany provides us the new implications including search for change in teaching methods in universities, liberal education, link between major education and vocational competency development, and cooperation with local communities.
