국문 초록

본고에서는 중소기업 문제를 사람, 사업, 자금 관리의 측면에서 조망하고 그에 대한 정책적 대응과 기업경영의 방안을 정리하였다. 사람관리의 영역에서는 필요인력의 확보와 유지의 어려움, 임금격차의 심화 등의 고질적인 문제에 봉착하여 있으며, 이에 대한 해결방안은 장기적 관점에서 정부의 고용지원정책과 중소기업의 인사관리 개선이 함께 추진되어야 함을 제시하였다. 사업전략과 시장경쟁 측면에서는 불공정 시장거래를 차단하기 위한 공정거래 위원회의 능동적 역할과 동반성장을 위한 기업, 정부, 사회의 삼각 노력이 중요하다. 자금관리 측면에서는 금융시장과 직접지원정책이 조화를 이뤄야 하는 바 코스닥, 코넥스 등을 통한 직접금융의 활성화가 필수적이지만 실제 중소기업의 자금 압박을 해결하는 가장 큰 영역은 금융기관을 통한 간접금융과 정책금융이다. 이에 시장질서를 해치치 않는 한도에서 정부의 최대한의 적극적 개입과 지원이 필요하다. 사업의 변동성과 취약한 경쟁기반에 비해 스스로 온전한 재무위험을 품고 성장해 나가기 어렵기 때문이다. 현재의 경영생태계에서 왜곡된 대기업-중소기업 관계를 바로잡고, 중소기업의 열악한 경영조건을 개선할 수 있도록 기업과 정부의 공동 노력이 절실하다.

영문 초록

This paper examines the problems of small businesses in terms of people, business, and financial management, and summarizes governmental policies and business management strategies. In the area of human resource management, Korean SMEs are faced with chronic problems such as difficulty in securing and retaining necessary manpower, and worsening wage gap between large and small firms, and the solution is to promote the employment support policy of the government and the improvement of personnel management of SMEs in the long term. In terms of business strategy and market competition, the Fair Trade Commission’s active roles in preventing unfair market transactions and the triangular efforts of corporations, government and society are important for joint growth of both large and small firms. In the realm of corporate finance, the financial market and direct support policy must be harmonized. It is essential to revitalize direct financing through KOSDAQ and CONEX. However, the largest area to solve the financial pressures of SMEs is indirect financing through financial institutions. Therefore, it is necessary to maximize the active involvement and support of the government as long as it does not violate the market order. This is because it is difficult to grow up with the financial risks inherent in small business management, in addition to the volatility of business and weak competition base. In the current management ecosystem, joint efforts between companies and the government are urgently needed to correct the distorted relationship between large firms and SMEs and to improve the poor management conditions of SMEs.
