인권교육법 입법의 교육적 의미와 과제

국문 초록

본 글은 인권교육의 국제동향에 비추어 인권교육법안이 갖는 교육적 의미와 과제 논의를 목적으로 한다. 논의 내용은 다음과 같다. 첫째, UN의 문헌을 통해 인권교육의 국제동향을 살펴보았다. 둘째, 2007년부터 국회에 제안된 5개 인권교육법안의 구성과 내용을 검토하였다. 셋째, 인권과 인권교육 이론가들의 연구를 참고하여 인권교육법 입법의 교육적 의미를 논의하였다. 넷째, 결론으로 인권교육의 법제화를 위한 교육적 과제를 제시하였다. 향후 인권교육법 입법을 위하여 인권과 교육, 그리고 법의 균형점 모색이 필요하다.

영문 초록

This article aims to discuss the educational implications and tasks of the Human Rights Education Act based on international trends in human rights education. The discussion is as follows. First, international trends in human rights education were explored in United Nations reports and literature. Secondly, this article reviewed the composition and contents of five human rights education bills proposed in the National Assembly since 2007. Third, based on the above, the educational implications of human rights education legislation were discussed by referring to research on human rights and human rights education theories. Finally, the conclusion presented educational tasks for the legislation of human rights education. The legislation of human rights education act needs to find a balance among human rights, education, and law.
