국문 초록

사회복지시설의 운영은 대부분 국가 및 지방자치단체의 재정지원으로 운영이 된다. 복지시설의 유형은 65여개가 있고 각 세부 사업지침별로 종사자의 채용 및 임금체계 등이 다르다. 사회복지지설 종사자의 처우개선에 대한 지속적인 요구가 있는 가운데서 본 연구는 사회복지시설의 제도적 맥락과 정책도구의 특성에 따라 복지시설 종사자 임금체계 또한 다르게 설계되어야 함을 연구의 첫 번째 목적으로 설정하였다. 두 번째 목적은 현재 연공급 방식의 임금체계가 적용되지 않는 시설에 대해서는 직능급제라는 대안적 임금체계를 제시함으로서 제도나 정책도구의 차이를 반영할 수 있음을 제시하였다. 이와 같은 결론에 접근하기 위해서 우선 사회복지시설 운영에 관한 제도적 맥락과 정책도구의 특성을 검토하여 ‘민간위탁-민간보조-영리목적의 개인운영시설’ 간 차등적인 지원과 정부개입 전략이 필요함을 제시하였다. 또한 기존 선행연구들에서 조사된 자료를 바탕으로 현 임금체계를 진단하고 개편 방향으로 임금체계가 적용되지 않는 시설에 대해서는 현재의 입직요구조건, 시설운영주체, 정책도구 등을 고려하여 직능급제의 임금체계를 제시하였다.

영문 초록

The facilities for providing social service are mostly operated through public finance. The 65 types and operation guideline of facilities affect to the system of social-workers wage and recruit. The purpose of this study are two. The one is wage system for social workers have to differently design by according to the institutional environment and policy tools. Another one is to suggest wage system based on job evaluation taking the different on policy tools into consideration when calculating wage for social workers who are not subjected to the seniority based wage system. In order to approach this conclusion, the institutional context and characteristics of policy tools concerning the operation of social welfare facilities were reviewed first, suggesting that a strategy for government intervention and support between contracting-out, grant, profit-oriented purposes were necessary. In addition, the current wage system was diagnosed based on advanced research and current status data. As a direct of reorganization for facilities that are not subject to the wage system, the wage system based on job evaluation was proposed by taking into account the current employment conditions, the main body of facility establishment, and policy tools.
