국문 초록

이 연구는 ‘푸틴주의’의 개념을 고찰하고 그것이 외교적으로는 어떻게 전략과 정책적 지향성으로 상정되었으며 대표적인 추진사례는 무엇인지를 추적한다. 푸틴주의에는 개인보다는 공동체를 우선시하고 대외적으로 강력한 존재감을 과시하고자 하는 러시아인들의 염원이 담겨 있다. 따라서 푸틴주의 외교는 러시아를 세계의 중심국가 가운데 일국으로 세우는 것이 목표이다. 이것은 러시아가 유라시아 대륙에서 패권적 지위와 역할을 담당하는 강한 국가가 되는 것이다. 푸틴은 러시아가 지닌 글로벌 경쟁력 가운데 군사적 역량이 가장 높다는 점에 주목했다. 특히 군대는 러시아 국민들의 신뢰와 지지가 매우 높고 국내외에 효과를 가시화하는데 적합하다. 푸틴이 군사안보적으로 강경한 외교정책을 대내외에 과시하는 이유 이다. 푸틴은 궁극적으로 경제 현대화를 통해 국가의 산업구조를 견실하게 만들고 국민의 삶의 질을 풍요롭게 개선하고자 한다. 그러나 정치적 측면에서 푸틴의 러시아는 절차적 민주주의의 자의적 실천 수준에 머물러 있다. 러시 아가 세계의 중심국가 가운데 일국이 되려면 인권과 자유민주주의의 보편적 확산이라는 글로벌 추세도 적극적으로 수용하고 선도해야 할 것이다.

영문 초록

This study examines the concept of ‘Putinism’ and traces how it is assumed as a diplomatic strategy and policy orientation, and what are the representative policy cases. Putinism contains the desire of Russians to put community first rather than individual, and want to be respected themselves as strong presence from others. Putinism diplomacy is therefore aimed at establishing Russia as one of the key Polarity of the world, which is to make Russia a strong country that plays a hegemonic position and role in the Eurasia. Putin noted that Russia’s global competitiveness is the highest in military capabilities. In particular, the military is highly trusted and supported by the Russian people and is suitable for visualizing its effects both at home and abroad, which is why Putin is showing off his military and security hard-line foreign policy both at home and abroad. Putin ultimately tries to solidify the industrial structure of the nation through economic modernization and to improve the quality of life of the people. But in the political aspects, Putin’s Russia remains at the arbitrary level of practice of procedural democracy. In order for Russia to become one of the central countries of the world, it should actively accept and lead the global trend of universal spread of human rights and liberal democracy.
