사회혁신채권을 활용한 노인수용자 처우 방안

국문 초록

본 논문은 노인수용자가 지니고 있는 생활위기를 새롭게 조명하고 이에 따른 교정복지정책의 대응책을 살펴보는데 있다. 14%이상인 노인수용자의 의료, 복지정책의 증가 삶의 질 향상문제는 고령재소자의 급증이 한국사회 고령화 속도보 다 더 빠르다는 것이다. 최근 언론매체에서 2015년 말 기준 전체수형자 3만5098명 중 60대 이상은 3324명(9.4)으로 집계 보고됐다. 이는 10명 가운데 한 명 꼴로 노인 수형자가 포함된다는 셈이다. 2005년 까지만 하여도 60대 이상 수형자는 1032명으로 전체 비중은 3.1%에 그쳤다. 불과 10년 사이에 인원과 비중 면에서 3배 넘게 급증하였다. 여기에 불황이 장기화 되면서‘차라리 죄를 짓고라도 교도소에 들어가겠다.’면서 마음먹고 실제 행동으로 옮기는 노인도 많다고 한다는 것 이다. 이러한 노인범죄의 증가는 결론적으로 노인수용자의 증가를 가져오고 있으며, 노인수용자에 대한 처우는 고령화 사회와 더불어 교정당국에서는 중요한 과제로 제기되고 있는 실정이다. 범죄인에 대한 기존의 교정공공재 생산모형은 철저한 관료독점레짐에 의한 생산방식이었다. 그런데 교정의 이념이 다자(多者) 생산 지향적인 교정복지 이념시대로 이행되면서 이는 교정공공재의 생산에 외부단체가 개입할 수 있게 되었 고, 이에 따라 성과 지향적인 프로그램을 수행할 수 있는 민간단체와 자본주의적 시장메커니즘을 결합한 사회혁신채권의 모델이 관료독점 생산모형의 비효율성을 대체할 수 있다는 확신이 생기기 시작하였고, 그러한 맥락으로 범죄문죄의 해결 을 사회혁신채권 모델의 도입을 통해 해결하고자 하려는 시도가 영국을 시작으로 세계 여러 국가들에서 진행되어지고 있다. 이 논문에서는 사회혁신채권 모델의 시행 사례를 분석한 다음, 사회혁신채권 모델의 교정복지적 의의를 탈 관료주 의 등으로 살펴보고 적용상의 문제점을 정치적, 사회적, 행정적, 기술적 측면에서 검토 하고자 한다.

영문 초록

This paper sheds light on the life crisis faced by senior citizens and examines measures to counter the policy. The problem is that the rapid increase in the quality of life of the elderly is faster than the rate of aging in Korean society. Media outlets recently reported that 3324 out of 35,098 people in their 60s or older as of the end of 2015. This means that one out of every 10 people will be sentenced to death. As of 2005, only 1,032 people in their 60s or older were sentenced to death, and the total percentage was only 3.1 percent. It has more than tripled in terms of manpower and weight in just 10 years. As the recession is prolonged, I will go to jail even if I commit a crime.They say that there are many elderly people who make up their minds and take action. The increase in senior crime is ultimately leading to an increase in the number of senior citizens, and treatment of senior citizens is an important challenge for the authorities as well as an aging society. The traditional model of correctional work for criminals was the method of production through a thorough bureaucratic monopoly. However, as the concept of correction has been shifted from the era of multidisciplinary production-oriented calibration welfare to the era of social innovation, this has led to the involvement of external groups in the production of correctional engineering and the market. In this paper, after analyzing the practice of the social innovation bond model, we are going to look at the social innovation bond model with red tape, etc. and examine its application problems in terms of political, social, administrative and technical aspects.
