장애인 임금근로자의 실직위험률에 미치는 영향요인 분석

국문 초록

본 연구는 장애인 임금근로자의 고용불안 실태와 그 요인을 파악하기 위해 직업교육흔련 등 인적자본 특성이 실직확률에 미치는 영향을 분석하였다. 실증분석을 위해 장애인 고용 패널 조사 2차 웨이브(2016년∼2017년) 자료를 활용하여 임금근로자 표본 1,143명의 근속기간에 대한 Kaplan-Meier 생존함수와 Cox의 조건부 시각간격 모형을 이용하였다. 그 결과 장애인 근로자의 누적 근속확률은 근속기간이 길어짐에 따라 크게 낮아지며, 특히 초기 실직위험률이 매우 높은 것으로 나타났다. 그리고 인적자본 특성에 따른 누적 근속확률 추정결과에서는 직업교육훈련 경험이 있는 근로자의 직장유지 확률이 오히려 낮았으며, 이러한 결과는 인적자본 축적효과로 인해 보다 나은 근로환경의 직장으로 자발적 이직 가능성이 높을 것이라는 추론을 가능하게 한다. 따라서 선행연구에서와 같이 근속기간에 대한 직업교육훈련의 영향이 부(-)로 나타난 것을 이유로 고용안정에 부정적이라고 단순하게 해석하는 데는 주의가 필요하다. 그리고 장애인 복지의 실현을 위해 장애인 고용 및 직업재활 프로그램에 대한 참여율을 높이고 취업 지원뿐 아니라 취업 후 고용안정을 지원할 수 있는 영역으로의 제도적 지원을 확대할 필요성이 있음을 시사한다.

영문 초록

In this study examined the effects of the characteristics of human capital on the probability of unemployment in order to understand the features of job instability of disabled wage workers. For empirical analysis, we employed the Kaplan-Meier survival function and the conditional gap time Cox model by using the second wave (2016-2017) of Panel Survey of Employment for the Disabled. The results show that the probability of cumulative tenure of disabled workers was significantly lowered as the length of tenure increased, and especially the risk of early unemployment was high. As a result of the estimation of cumulative employment probability by the characteristics of human capital, the probability of retention of workers with job education and training experience was rather lower than without the experience, and so we can infer that the effect of accumulation of human capital would increase the possibility of voluntary turnover to more better work environment. Therefore, it is necessary to pay attention to simple interpretation as negative to employment stability because of the negative effect of job education and training on employment stability as previous studies. In order to realize the welfare of persons with disabilities, it suggests that there is a need to increase the participation rate of employment and job rehabilitation programs for disabled workers, and to expand institutional support to areas that can support employment stability as well as employment support.
