국문 초록

스웨덴 사민당의 정치인이자 이데올로그인 에른스트 비그포르스(Ernst Wigforss; 1881-1977)는 ‘잠정적 유토피아’ 개념을 통해 사민주의자들이 추구하는 유토피아적 비전과 일상정치를 결합시키려했다. 잠정적 유토피아란 어느 정도 예측 가능한 미래의 시간대에서 실현 가능한, 바람직한 미래 사회에 대한 그림이자 이런 미래 사회의 실현을 가능케 하는 구체적인 개혁 프로그램들이다. 이런 유토피아적 비전은 최종적으로 확정된 것이 아니라 경험을 통해 수정 가능하다는 점에서 ‘잠정적’이다. 비그포르스는 한편으로는 지향 가치들로부터 개혁 프로그램들을 도출함으로써 개혁 프로그램들이 서로 원리적으로 충돌하지 않도록 했다. 다른 한편으로는 스웨덴 사민주의 세력이 어떤 제도나 정책 영역에서 달성한 개혁성과가 낳는 부작용을 해소하기 위한 방안으로서 다른 영역에서 보완적 개혁 프로그램들을 제시함으로써 ‘동태적 제도적 보완성’을 확보해가는 방식으로 사회개혁이 추진되도록 했다.

영문 초록

Ernst Wigforss(1881-1977), a leading politician and ideologue of the Swedish social democratic party, tried to intimately connect the daily politics with the utopian vision social democrats pursue, by the concept of ‘the provisional utopia.’ The provisional utopia is the picture of the desirable future, achievable in the future somewhat predictable, and the reform programs by which to achieve the desirable future society. This utopian vision is ‘provisional’ in that it is not finally fixed, but can be revised by experiences. The provisional utopia consists in the values social democrats pursue, and the mid- and long-term reform programs. Wigforss on the one hand derived the reform programs from the values, and thereby avoided the conflicts among reform programs at the level of values pursued. On the other hand, for resolving the bad side effects of the achieved reforms in some institutional or policy areas, he recommended other complementary reforms in other areas, thereby to secure ‘the dynamic institutional complementarity’.
