다중이용시설에서의 폭발물테러예방설계에 대한 건축설계 실무자 의식 조사

국문 초록

본 연구에서는 건축설계 실무자의 테러예방설계에 대한 인식을 조사하기 위하여 다중이용시설 설계 경험이 있는 건축설계 실무자들과 테러예방 설계 전문가를 대상으로 설문조사를 실시하였다. 조사 결과, 실무자들은 테러예방 건축설계가 폭발물 테러를 예방하고 피해를 경감하는데 기여하는 수준을 높게 평가한 반면, 관련된 디자인 지침이나 가이드라인에 대한 인지정도는 낮은 것으로 나타났다. 테러예방 디자인 전략들에 대한 중요도 평가에 있어서는 테러예방설계 전문가와 설계실무자 사이의 공통점과 차이점이 모두 나타났다. 특히 실무자들은 건축물의 배치, 옥외공간 도로 배치, 지상주차장 배치 등 시설배치와 관련된 전략의 중요도를 상대적으로 낮게 평가하였는데, 이러한 전략들은 폭발물 테러 위험도에 영향을 주는 주요요인 중 하나이기 때문에 기본설계 단계부터 테러예방을 위한 배치계획을 고려할 수 있도록 유도하는 방안을 마련할 필요가 있다. 테러예방설계에 대한 설계실무자의 의식조사 결과를 바탕으로 본 연구에서 제안하는 테러예방설계 가이드라인의 개선방향은 다음과 같다. 첫째, 각 디자인 전략의 목적과 상대적인 중요도에 대한 설명을 충분하게 포함하고, 설계항목 및 설계기법을 구체적으로 제시한다. 둘째, 특정 설계항목의 적용이 어려운 경우에는 해당 디자인 전략의 목표를 달성하기 위한 다른 설계항목을 고려할 수 있도록 테러예방설계 항목의 지침을 기능과 목적에 따른 디자인 전략별로 분류하여 제공한다. 마지막으로, 기본설계 및 실시설계의 각 설계단계마다 적용할 수 있는 디자인 전략 및 설계항목을 쉽게 이해하고 실제 설계에 반영할 수 있도록 적절한 형태의 정보를 제공 한다.

영문 초록

The purpose of this study is to survey the perspectives of architectural design practitioners on the anti-terrorism design of multi-use buildings. According to the results of the survey, practitioners highly evaluated the contribution of anti-terrorism design for buildings to prevent explosive terrorism and mitigate the damage from the explosion, but their awareness of anti-terrorism design guidelines was relatively low. In the evaluation of the importance of each anti-terrorism design strategy, both similarities and differences between the opinions of experts and practitioners were revealed. Especially, the importance of design strategies related to the layout of facility, such as buildings, outdoor streets, and ground parking area, was evaluated relatively low by design practitioners. Since this strategy is known to be one of the main factors affecting the risk of explosive, it is necessary to encourage design practitioners to consider the layout design for anti-terrorism from the preliminary design stage. Based on the results of surveys, the following improvements for the design guidelines of anti-terrorism can be suggested. Firstly, the description of purpose and relative importance of each design strategy should be fully explained, and design elements and techniques for each design strategy should be specified. Secondly, design elements should be categorized by design strategy according to the function and the purpose so that, if the application of the specific design element is impossible or difficult, substitutable elements can be considered to achieve the goal of the design strategy. Finally, appropriate information should be provided so that practitioners understand how to apply the design strategies and the design elements at each stage of design.
