시민사회 자발적 결사체의 결사기법에 따른 사회적 자본 형성 전략 분석: 부산지역 NGO 연대체 활동 사회연결망 분석

국문 초록

본 연구는 한국의 시민사회 영역에서 자발적 결사체가 사회적 자본을 형성하기 위해 어떠한 기법과 전략을 수행하고 있는지를 살펴보고자 함에서 출발한다. 이를 위해 토크빌에서부터 이뤄진 자발적 결사체와 사회적 자본의 관계성에 대한 문헌연 구를 중심으로 ‘자발적 결사체와 사회적 자본의 상호작용 모델’을 도출하고, 이를 활용해 부산 지역 NGO들의 연대체인 ‘2018 지방선거 100대 시민정책 프로젝트 추진위원회’의 활동과정을 분석하였다. 지방선거는 내부적으로는 아래로부터의 시민의견을 수렴해 이를 정치적 의제로 정제화하고, 외부적으로는 이를 정치적 공론장으로 전달 및 공유하는 지역 단위 자발적 결사체의 역할 및 기능을 분석하기에 가장 적합한 조건이라 할 수 있다. 분석은 사회적 자본이 형성되는 단계인 구조적-관계적-인지적 차원에서 자발적 결사 체의 역할 및 기능인 권위 형성-여론 형성-정치적 대리권 형성이 수행되는 과정을 살펴보는 과정으로 진행됐다. 분석의 방법론은 사회연결망 분석 프로그램을 활용해 네트워크 중심성, 매개 중심성, 그리고 의미연결망 분석을 실시하였다. 분석 결과, ‘2018 지방선거 100대 시민정책 프로젝트 추진위원회’는 구조적 차원에서는 다양한 지역 내 NGO들과의 연대체를 형성해 온라인과 오프라인을 통한 시민 의견을 수렴하는 플랫폼을 구축한 것으로 나타났다. 관계적 차원에서는 내부적인 유대감과 결속감의 측면에서는 긍정적인 결과가 도출됐지만, 외부 네트워크 와의 매개중심성은 형성되지 못한 것으로 나타났다. 하지만 ‘100인의 시민정책단’ 활동 과정에서 수평적 연대와 참여의 기법이 적극적으로 활용된 것으로 분석됐다. 인지적 차원에서는 100대 시민의제와 부산광역시장 후보 출마자들 간 언어와 내러 티브 공유의 정도를 의미연결망 형성의 관점에서 분석했다. 그 결과 사회적경제 분야에서는 완벽한 의미연결망의 일치를 보였으며, 다음으로 에너지･환경분야에서 많은 의미연결망이 형성됐다. 반면 지방자치･거버넌스와 교육 분야에서는 의미연 결망이 전혀 형성되지 못한 것으로 나타났다. 이와 같은 연구 결과는 지역 단위 자발적 결사체가 사회적 자본 형성을 위해 어떠한 역할 및 기능을 전략적으로 수행해야 하는지를 제시함과 더불어, 시민사회가 자발적 결사체 활동을 진단 및 평가하는 기준도 제시해줄 수 있을 것으로 기대된다.

영문 초록

The purpose of this study is to examine what techniques and strategies are being used by voluntary associations to form social capital in the civil society field of Korea. To examine this, in this study create a model of ‘interaction between voluntary associations and social capital , focusing on literature research on the relationship between voluntary associations and social capital from Tocqueville, and analyzed the process of the 100’s civic policy project promotion committee in 2018 local election which is a solidarity group of NGO’s in Busan. Local elections are the best conditions for analyzing the roles and functions of voluntary associations in the local area, which collects citizen opinions from below and refines them on the political agenda and externally communicates them to the political public sphere. The analysis was conducted as a process of examining the role of voluntary associations in the structural-relational-cognitive dimension, the stage at which social capital is formed, and the process of forming authority-formation of public opinion-political representation. The analysis methodology was based on the analysis of network centrality, mediation centrality, and semantic network analysis using social network analysis program. As a result, 100’s civic policy project promotion committee in 2018 local election formed a platform to gather citizen s opinions through on-line and off-line by forming a solidarity with NGO‘s in various regions on the structural level. On the relational level, positive results were obtained in terms of internal bond and cohesion, but mediation centrality with external networks was not formed. However, it was analyzed that the technique of horizontal solidarity and participation was actively utilized in the activity process of 100 Citizen s Policy Team . On the cognitive level, analyzed the degree of sharing language and narrative among the candidates of the 100th citizen‘s agenda. As a result, the social economic sector showed a perfect agreement of the semantic network, and next, many semantic networks were formed in the fields of energy and environment. On the other hand, in the field of municipal governance, governance and education, no meaningful network was formed. The results of this study suggest that the role of local voluntary associations should be strategically performed to form social capital, and it is expected that civil society will be able to provide a standard for diagnosing and evaluating voluntary association activities.
