북한경제의 탈산업화와 관료의 자기특권화 경향 : 고난의 행군’시기 이후 북한경제의‘정치적 네덜란드 병’

국문 초록

북한의 3대 권력세습 이후 새롭게 대북정책의 방향을 결정해야 하는 지금, 지난 시기 대북 지원과 경제협력이 가지는 의미에 대한 보다 객관적이고 정확한 평가가 필요한 시점이다. 따라서 이 논문은 국제사회의 도움과 협력이 김정일 시대 고난의 행군 시기 이후 북한의 정치와 경제에 미친 영향과 그 결과에 대해서 살펴보고자 한다. 북한체제는 1990년대 경제위기 이후 해외원조, 자원수출, 경제협력 등 외연적 렌트(external rents)가 국내로 유입되었음에도 불구하고 경제위기는 지속되었다. 오히려 관료계급의 자기특권화의 경향이 더욱 강화하는 모습을 보이게 된다. 첫째, 국방공업과 중공업 부문에 대한 투자를 통해서 계획경제와 전통적인 현존 사회주의지배질서를복원하려시도한다. 둘째,‘ 돈주’로일컬어지는신흥부유계 층과 결탁하여 비생산적 시장화 과정에서 렌트를 추구한다. 그 결과 산업구조의 불균형이 더욱 악화됨으로써 탈산업화가 발생하게 되고 국민경제전체의 위기가 지속된다. 본 연구는 고난의 행군 이후 북한경제의 이와 같은 현상을‘정치적 네덜란드 병(political Dutch-disease)’으로 규정한다.

영문 초록

It is time objectively and accurately to evaluate the aid and the economic cooperation for North-Korea in the past because we have newly to decide the direction of the policy for North-Korea after the third succession of power now. Accordingly, this paper tries to research how the aids and the economic cooperations of international society had influenced on the politics and economy of North-Korea and what the results were after the arduous March in Kim Jong-Il’s era. The crisis of North-Korean Economy has continued even though it have been provided external rents which have earned through the foreign aids, the exports of natural resources and the economic cooperations. The bureaucratic-class rather consolidated selfprivileged endency. Firstly, the bureaucrats tried to reconstitute the planned-economy and the traditional existing socialist ruling order by investing in the military and the heavy industry. Secondly, they tried to earn rents by acting in collusion with the new rich called ‘Donju’ in the marketization process. As a result, the North-Korean Economy has been de-industrialized and the national-economy totally has continued as crisis. This research defines these phenomenon ‘the political Dutch disease’ in the North-Korean Economy after the arduous march.
