레이몽 아롱의 『평화와 전쟁』, 그 반세기 이후 정치적·전략적 함의

국문 초록

레이몽 아롱의 『평화와 전쟁』이 세계적으로 소개된 이후 반세기가 지났다. 이 시기에 아롱의 정치적 전략적 사상을 다시 조명하는 것은 커다란 의미를 가진다고 본다. 왜냐하면 세계는 테러와의 전쟁을 수행했던 미국 주도의 세계질서에서 중국의 일대일로를 비롯한 국제적 도전 양상에 직면하고 있고 또한 동맹 간의 격한 대립현상으로 전환하는 모습을 나타내고 있기 때문이다. 한반도와 관련해서 북한 핵문제와 남북화해 노력을 고려할 때, 『평화와 전쟁』에서 다룬 시각을 기초로 이것이 가까운 미래에 국제정치에 미칠 함의를 고려하는 것 역시 의미를 가진다고 본다. 논문에서는 우선 『평화와 전쟁』의 구성과 핵심 내용을 다루고 있다. 이어서 현재 또는 가까운 미래에 『평화와 전쟁』이 가지는 의미를 세 가지 측면에서 다룬다. 끝으로 최근 상황과 관련해서 『평화와 전쟁』이 제시하는 몇 가지 함의를 기술하고 있다. 먼저 아롱의 “역사의 개연성”과 연계하였을 때, 평화정책은 “힘들의 관계의 상대적 배열”과 관련 있다는 점을 고려 해야 하고, 따라서 다양한 환경변화에 대처할 수 있도록 대비해야 한다고 주장한다. 둘째, 지정학적 시각을 가지고 포위하는 태세로의 동맹을 고려하고 장기적인 전략을 추구해야 한다고 본다. 아롱이 늘 경고했듯이, 장기적인 소모전에 대비하는 방어적인 전략은 핵이 존재하는 한반도 상황에서, 단기적이고 공격적인 전략보다 더욱 위험을 회피하게 해줄 것이라고 제시하고 있다. 셋째, 아롱이 주장했듯이 국가는 권력만을 추구하지 않고 사상도 추구한다. 따라서 한반도의 진정한 평화를 가져오기 위해서는 사상의 우월성에 대한 믿음과 그것의 승리가 긴요하다고 주장한다. 끝으로 레이몽 아롱의 대작 『평화와 전쟁』이 국내 학계에서 이후 보다 심도 있게 연구될 필요성을 제안하고 있다

영문 초록

It has passed half a century after the publication of Raymond Aron’s Peace & War known as a great job internationally. This Article puts a grave meaning to think over the Aron’s thought in terms of political and strategic implications. The current situation of the world has been put in the wars on terror but environments are changing as China’s “One Belt One Road” challenges and other international attempts to change the current world order exist. In Korean Peninsula, in particular, there is a nuclear uncertainty. Now, we need to consider this situation based on Aron’s perspective in Peace & War. This article deals with Peace & War’s constitution and key contents in the first place. Then, the article takes into account its implications for the future international arena. Finally, It draws the some propositions on the issues of Korean peninsula. Aron pointed out so many variables in the historical events and the probability in the history. Considering the latter, we should consider the probability of success and failure in any policies of Korean government. There is always probability of failure according to Aron’s thought. Therefore, to be prudent, it needs to consider an alliance posture to envelope regarding the relative configuration of relation of forces, a defensive strategy, long term attrition war posture, and the inevitability of ideological confrontation. We should consider, developing contingency plans, the changing environment in the long run. This means that long term defensive strategy is better than short term offensive strategy to avoid any risks. Taking account of the “relative configuration of relation of forces” as Aron asserted, it could be possible to find the better way to avoid uncertainties and being dangerous. Lastly, as Aron warned, states are not necessarily pursuit the power only, it also tend to pursuit glory and transmit its idea to other political collectivities. Aron believed that the liberal should win over the totalitarianism to keep the universal history and prosperous human society. Thus, ROK should know the inevitability of ideological confrontation, and win by a mile over that confrontation, which is critical for the future of prosperous Korea under the political freedom.
