일본군‘위안부’문제와 한일관계 : 1990년대 한국과 일본의 대응을 중심으로

국문 초록

1990년대 10여 년간의 일본군‘위안부’문제에 대한 한일 간의 대응을 분석해 보는 것은 오늘날 이 문제에 대한 해법을 모색하는 데 중요하다. 지난 10여 년간 한국과 일본의 외교교섭을 통해 다음과 같은 내용을 알 수 있었다. 첫째, 한일 간에는 법적책임의 기원이 되고 있는 한일협정에 대한 해석 차이가 존재한다. 둘째, 일본군‘위안부’에 대한 진상규명은 고노담화를 통 해 일본군의 관여와 강제성이 이미 입증되었다. 김대중 정권에서는 대통령의 리더십을 통해 일본군‘위안부’문제가 한일 외교선상에서는 일단락되었다. 그러나 피해자 등 관련단체는 일본군‘위안부’문제는 일본군에 의해 자행된 전쟁범죄로서 일본에 책임이 있다며 그에 따른 배상을 주장한다. 근본적인 해결이 없는 한 문제가 다시 등장할 수 있는 여지를 남겼다. 일본군 ‘위안부’문제 해결을 위해서는 위안부 문제에 대해서 어떻게 대응할 것인지 시민사회 및 정부가 함께 논의를 해야 하고 어디까지 외교교섭을 통해 해결 할 수 있을지에 대한 국내 합의가 필요하다.

영문 초록

This paper presents an analysis on nearly a decade of negotiations South Korea and Japan engaged in during the 1990s regarding the issue of the Japanese military comfort women, which is necessary in searching for solutions to the issue. What has surfaced from the analysis is that there is a discrepancy between South Korea and Japan in interpreting the 1965 Treaty on Basic Relations and that the 1993 Kono statement has proved that the Japanese government and military was involved in and used force to draft ‘comfort women.’ During the Kim Dae-jung administration, the Japanese military comfort women was an issue between the two countries that seemed to have been diplomatically settled at the time under the president’s leadership. However, the victims and entities involved in the issue have continued to argue that the Japanese government and military are liable for committing war crimes against humanity and therefore reparation should accordingly be made. To devise a fundamental solution to the issue, the victims, civil society and the government of Korea need to come together to discuss and reach a consensus on how much diplomatic negotiations can exactly contribute to resolving the issue of the Japanese military comfort women.
