영문 초록

The organization expansion is legitimate and extravagance. In the beginning, the organization has been newly established or expanded in right reason, but transfered into waste or surplus part for the environment change. Government organization has changed, In the 21th s intelligence information society, government s role and accomplish way, and solved to complicated organization problem through government organization s new theory and clear standard. Because public administration of the present is the turbulent age, administration demand is complicated and variety. In correspond to this condition, administration system have adaptability and counterplan capacity. So that, to rise administration efficiency the self ability of private sector is improved, and side of regulation reduction is similar to curtailment of organization size.
