영문 초록

The Korean steel industry has made a remarkable progress during the 1990s. Such a development has been achieved by the following three facters. Firstly, Korean steel mills have shown a strong commitment of carrying out heavy investment on production faciliteies at a due time. Secondly, most mills reap windfall gains from the high output rates by capturing the expanding domestic and world market. Thirdly, both high-quality skilled labour at relatively cheap wage rates and the development of in-house technology capabilities have been available. But the worldwide excess capacity and exacerbating trade disputes have rendered the incumbent strategies of Korean steel mills obsolete to cope with the changing patterns of aggravating business climate. It may be, thus, rather imperative for Korean steel mills to care for the diversified customer needs for differentiated products. By the same token, they have to build up a pivotal momenturm to put more endeavours on enhancing their in-house technology capabilities and on extending their maneuvering range in the realm of global marketing. But it may be equally important for Korean steel industry to set up a track for launching cooperation and competition policy with China as a means of increasing is market share of the emerging market. Since China is evaluated as the only country in the world that can accommodate an incessant flow of new investment, it may be sensible for Korea to make use of China not only as an expanding market but also as an outsourcing base. There is a latent potential to be realized in the arenas of economies of scale as well as economies of scope to both countries. The new economic geography shods light on the existence of cumulative causation effect which stimulate mutual interaction between technology innovation and market expansion. The Korean steel mills have procured a competitive production technology whereas the Chinese counterparts have retained an enormously large market. If both countries have successfully set up an exchange programme in R&D and marketing area, which is designed to reinfored the mutual interaction of technology acquisition and market expansion, they are able to scoop the windfall gains from the cumulative causation effect. This paper has demonstrated an overall configuration on the mutual interaction between in-house technology capabilities of Korea and potenial market of China. It also exemplifies the case for the pursuit of intensie patterns of growth via cumulative causation effect argued by Marshall, Arrow and Romer.
