EU의 에너지정책에 비추어 본 동북아 지역에서의 에너지협력방안의 모색

국문 초록

동북아 국가들은 냉전 붕괴 이후 국가 간의 무역, 투자, 기술 협력에 있어 놀라운 진보를 달성함에도 불구하고, 유럽연합(EU)과 같은 지역무역협정을 실행하는데 있어 초기단계에 머무르고 있다. 이러한 부진한 발전은 국제관계 혹은 집단방위 시스템의 장기적인 갈등을 유발하는 잠재성에서 기인된다. 만약 한국이 지역협력을 통하여 합리적인 가격과 시기에 에너지 자원을 획득한다면, 한국은 안정된 물가수준에서 높은 성장률을 기록할 수 있게 된다. 이와 반대로 한국이 이 같은 에너지 협력을 도출하지 못할 경우 높은 스태그플레이션 비용이 발생하기 쉽다. 동북아시아 국가들은 향상된 에너지 안보로부터 시너지효과를 얻는 한, 지역무역협정의 긍정적인 효과에 초점을 맞추어 논의를 진행하는 것이 합리적이다. 이러한 패러다임의 변화는 연방주의를 표방하는 국가들의 시너지효과를 통한 상호작용을 기반으로 하여 그들의 공동문제를 구체화함으로써 중요한 전환점이 될 것이다. 동북아 국가들이 에너지협력을 통하여 에너지안보를 달성하게 됨에 비례하여 지역무역협정의 혜택에 대하여 보다 적극적 자세를 갖게 될 수도 있다. 이 같은 과정에서 상호간에 공통되는 이익을 발견함으로써 유럽연합과 같이 기능위주보다는 연방위주의 성격을 지닌 지역무역협정으로 발전될 계기를 마련할 수도 있다. EU의 ECSC와 공동에너지 정책의 경험에 비추어 볼 때 이 같은 합의점에 도달하기 위해서는 에너지협력과 지역무역협정을 거의 동시에 추진할 필요가 있다. EU는 2005년부터 시장자유화와 규제완화, 러시아의 전략적 지하자원에 대한 자원독점력 강화, 중동정세의 불안정 증가, 에너지정책이 환경에 미치는 영향 등에 대하여 공동으로 대처하기 위하여 공동에너지정책을 실시하고 있다. 중국과 일본, 한국도 EU가 경제적 어려움을 겪는 가운데 에너지의 효율적 사용과 지역무역협정을 동시에 추진한 경험을 분석함으로써 공동에너지 정책을 실시할 경우의 이득을 확보하기 위한 기업전략과 공공정책을 수립하고, 더 나아가 한․중․일간에 초정부적 기구를 운영할 필요가 있다. 중국과의 협력가능분야는 에너지효율시장에서의 에너지기술혁신을 통한 차세대 에너지산업 육성방안이고, 일본과의 협력가능분야는 그린에너지기술, 스마트그리드, 자원개발협력, 다자간 기구에서의 협력이라고 할 수 있다.

영문 초록

Despite having achieved a remarkable progress in trade, investment, and technology cooperation among themselves since the collapse of cold war, North East Asian countries are still at a toddler s stage to put themselves on the right track for launching RTA. Such a sluggish progress may stem from the latent potential for rekindling prolonged conflicts in international relation or collective defence system. If Korea successfully procures energy sources at a reasonable price in a due time by fully making use of regional cooperation, such windfall gains may be accrued to Korea to a greater extent, which in their turn stimulate higher growth rates. Korea may incur high costs of stagflation if it fails to shape such an energy cooperation. It may be quite reasonable for the North East Asian countries to plunge themselves into the on-going debates on the positive spillover effects of RTA as long as they reap some synergistic effect from improved energy security. Such a paradigm shift may provide a pivotal momentum to these nations of launching a federal RTA instead of a functional one by identifying their common interests on the basis of synergistic effect of mutual interactions. It may be rather imperative for North East Asian countries to reinforce the energy cooperation and RTA simultaneously like the trajectory of ECSC. The EU has launched a common energy policy since 2005 as a means of pooling member nations capabilities for coping with such complicated issues as energy market liberalization, deregulation, the fortified market power of Russia in strategic mineral resources, the increased instability of Middle East and the impact of energy policy on environment collectively. It may be also recommended for China, Japan and Korea to operate a supra-national institution which plan, coordinate and implement a common energy policy by analyzing the past experience of EU. Korea s possible cooperation realm with China may be energy industry development policy for the next generation through energy technology innovation in energy-efficient market. The corresponding arenas with Japan comprise the green energy technologies, smart grid, resources development cooperation in the context of multilateral institution.
