나고야의정서가 한국 바이오기업의 초과수익률에 미치는 경제적 영향 평가

국문 초록

본 연구는 생물유전자원이 절대적으로 부족한 한국이 최근 나고야의정서의 발효로 인하여 받게될 경제적 영향을 사건연구와 바이오기업의 초과수익률의 결정요인을 통하여 분석하였다. 분석결과 나고야의정서의 발효는 한국 기업에게 경제적 부담으로 작용할 수 있다는 기존의 우려와 달리 직접적 영향권에 위치한 코스닥 상장 바이오기업은 나고야의정서의 발효로 인한 수혜기업으로 분석되었다. 선행연구는 비용･편익 측면만을 고려한 반면 본 연구는 시장 기대이익을 포함하여 분석 하였기에 해당 결론의 타당성 및 정합성이 확보된다. 둘째, 바이오기업의 보유 기술 특성에 따라 바이오 기업의 누적평균초과수익률에는 차이가 존재한다. 즉, 개발신약 허가를 득하여 불확실성이 해소된 천연물 신약 기업은 나고야의정서의 발효가 누적평균초과수익률에 긍정적으로 영향을 주었 다. 셋째, 무형자산으로 확보된 지적재산권이라도 개발 단계별로 내포된 불확실성으로 인하여 초과 수익률의 불확실성을 확대하는 요인으로 영향을 미칠 수 있다. 넷째, 외국인 투자자의 투자 양상은 내국인투자자를 비롯한 투자자들에게 기업 건전성을 살필 수 있는 지표로 활용될 수 있다. 이러한 결과를 통하여 본 연구는 바이오기업의 연구개발 지원정책이 원천기술 보유의 확대를 도모 하는 방향보다는, 연구개발 단계의 불확실성을 축소시킬 수 있는 상용화에 집중할 필요가 있음을 제시한다.

영문 초록

This study analyzed the economic impacts of the recently ratified Nagoya Protocol on Korea bio - firms, which categorized into the net import country of biological genetic resources, by utilizing event study and their excess returns. The major results show that, unlike the dominant concerns that the Nagoya Protocol could be an economic burden for Korean bio-firms, KOSDAQ-listed biotech firms are perceived as key beneficiaries by investors. The previous study considers the effect of the Nagoya Protocol only under the cost and benefit perspective, but this study analyzed the effect including the expected profits, so that the conclusion and validity of the conclusion are secured. Second, the cumulative excess return displayed different way depending on the characteristics of technology. In other words, the natural drug companies whose uncertainties have been resolved by acquiring approval have positively influenced in the cumulative excess return by the Nagoya Protocol. Third, even intellectual property rights secured as intangible assets could expend uncertainty of the excess return due to uncertainties inherent in the development stage. Fourth, foreign investors investment patterns can be used as an indicator to assess firms soundness for investors including Korean investors. These results suggest that the policy for supporting firms R&D of biotechnology firms should focus on commercialization that can reduce the uncertainty of R&D stage rather than expanding the possession of original technology.
