영문 초록

APEC-wide cooperation and coordination network building must be constructed among stake-holders including government, industry, and academia for ban-lifted information-flow and participation activated lifelong vocational competence development (BLVCD). In road mapping BLVCD, best practice development approach is highly recommended as the most appropriate, rather than an institutional approach where conflictual involvement of stake holders is common. The task of road mapping is suggested to be undertaken in the context under which both local specific circumstances and international mandatory standardization trends are considered at the same time. Policy alternatives are suggested: Firstly, APEC is highly suggested to function as facilitator rather than rule-setter in coordinating and assisting BLVCD. The most important task as facilitator is to ensure that BLVCD be entirely based on the principle of workplace-demanded module-based on-and off-line combined training and learning; Secondly, APEC less-developed member Economy is recommended to be active in undertaking of BLVCD, for which administrativeㆍfinance incentives are strongly suggested to be provided by developed member Economies; Thirdly, BLVCD be designed and implemented in consideration of both global standards and member economy’s local specificity, at the same time.
