불교의 공익활동: 현황과 한계, 그리고 미래

국문 초록

이 논문에서는 불교의 공익활동을 정리하였다. 논의를 위해 공익과 공익활동, 불교 공익활 동을 불교의 주된 관심인 ‘고통’을 중심으로 살펴보고, 불교 공익활동을 ‘모든 생명의 고통에 관심을 가지고 이를 해소하기 위한 활동’으로 정의하였다. 이 정의에 기초하여 불교 공익활동을 두 가지 형태(모순극복 공익활동, 고통완화 지향 공익활동)로 유형화하고 그 내용을 살펴보 았다. 활동주체도 세 유형(불교시민사회, 조계종단의 종무기관, 불교기반 비영리단체)로 구분 하고 각각의 현황과 한계를 정리하였다. 1994년 조계종의 종단개혁을 계기로 공익활동에 대한 관심이 증가하였고 활성화되었다. 그러나 최근에는 일부 활동에 불교계의 역량이 집중되 고, 불교시민사회단체들이 추축인 모순극복 공익활동은 침체되는 등과 같은 한계를 보이고 있다. 논문에서는 이를 극복하기 위한 방안을 3가지로 정리하였다. 첫째, 불교시민사회단체들이 자생력을 갖추고 체계화될 때까지 종단과 불교시민사회단체 간의 협조체계를 유지할 필요가 있다. 인적 네트워크에 의존하는 현재의 구조를 시스템에 의한 관계로 체계화시켜야 한다. 둘째, 불교 사상에 기반한 세계이해와 실천을 사회화하는데 관심을 가져야 한다. 갈등과 고통의 현장에서 화쟁과 자비, 연기 등과 같은 불교 사상은 새로운 문제해결방법론을 제시하고 있다. 불교의 사회적 역할이 분명하게 부각되는 지점이기도 하다. 셋째, 불신과 피해의식이 팽배한 불교 내부의 분위기를 불교적으로 회복해야 한다. 과거의 사건들에서 비롯된 구성원 사이의 불신과 패배의식이 불교의 긍정적 자산과 역량을 발휘하지 못하게 하는 방해물이 되고 있다. 한국불교와 종단을 바라보는 과거의 관점을 과감히 떨쳐버리고 새로운 관점을 받아들이려는 노력이 요구된다.

영문 초록

This article summarizes the public interest activities of Buddhism. For this summary, we examined the Buddhist interest activities focusing the ‘pain’. Then, we defined the Buddhist public interest activities as activities to relieve suffering with an interest in all life s suffering’. Based on this definition, we classified Buddhist public activities into two types and examined the contents. We also classified Activity agents into three types and summarized their status and limitations. To summarize, with the reform of the Jogye Order in 1994, the interest about public interest activities in Korean Buddhist society increased and public interest activities were as active as that. However, these results are limited to some fields. Contemporary the fields of public interest activities to overcoming contradictions, in which Buddhist civil society mainly are active, are stagnated. We presented the Alternatives to overcome this situation in three ways. First, it is necessary to maintain a cooperative relationship the between the service organization of the jogye order and Buddhist civil society until the Buddhist civil society is self-sustaining power and systematized. Second, we should be interested in socializing the world view and practice based on Buddhist values. In the field of conflict and pain, Buddhist values such as hwajaeng(和諍), mercy, and conditioned genesis present new directions for problem solving. It is also the point where the social role of Buddhism is clearly highlighted. Third, the atmosphere of Korean Buddhism, where distrust and defeatism are prevalent, must be changed more positively. The distrust and defeatism among members, which have accumulated the results of the past events, are obstacles that prevent Buddhism form exercising its positive assets and capabilities. The efforts of the members to accept the new viewpoint on the Korean Buddhism and the Jogye order instead of the past viewpoint are required.
