국문 초록

대테러활동은 예방(테러발생 이전)과 대응(테러발생시와 테러발생 직후), 사후대책(테러발생 이후)로 나누어 볼 수 있다. 테러발생 이전은 대테러 활동을 위한 예방이 최우선이다. 그러므로 예방단계에서는 많은 부처와 기관이 역할에 맞게 임무를 수행하고 테러를 미연에 방지할 수 있도록 안전대책과 법제도를 수립하는 것이 타당하다. 따라서 이때에는 관련 핵심부처에게 예방활동과 대책을 강구하도록 할 필요가 있다. 반면, 테러발생시에는 무엇보다 최대한 신속하게 출동하고 조치를 해야 할 당위성이 존재한다. 그러기 위해서는 심의 의결을 최소화하고 분야별 기관을 최소화할 필요가 있다. 시간은 금이기에 골든타임을 놓치기 전에 가능한 빨리 인력피해를 방지하고 테러를 대응하는데 힘을 모아야 한다. 따라서 가능한 분야별 기관을 최소화하고 적시적소에 배치가 가능한 대 테러 진압과 인명구조와 피해를 방지하기 위한 소방방재관의 역할이 매우 중요하다. 그런다음 테러발생 직후에는 신속한 테러범 검거를 위한 조사와 수사가 병행되어야 하며, 테러발생 이후에는 피해지원과 복구를 위한 활동이 이루어져야 할 것이다. 따라서 예방과 사후대책 차원에서는 각 부처의 사후활동과 대책 수립을 위하여 부처의 특성에 맞는 전문화된 교육과 실습이 이루어져야 할 필요가 있다.

영문 초록

Counter-terrorism activities can be divided into prevention and response, and post-measures. Pre-terrorism prevention is a top priority for counterterrorism activities. Therefore, a number of departments and agencies must perform to meet mission serve in the preventive stage and it is advisable to establish a safe and legal measures to prevent terrorism. Therefore, where there is a need to take preventive measures and activities related to key agencies. On the other hand, There is an imperative need to go out and take action quickly as possible on terrorism occurs. There is a need to minimize the deliberate resolution and to minimize the sector institution to do so. The time to collect as soon as possible before missing the power to gold because the golden time to prevent damage to personnel and respond to terrorism. Therefore, It is very important the role of Fire & Disaster Officer to prevent damage and possible fighting against terrorism and lifeguards placed in the right place at the right time. Immediately thereafter terrorist attacks should be investigated in parallel with the rapid terrorists arrested for investigation after a terrorist activity occurs, it should be made for the damage and recovery support. Therefore, Terrorism prevention and counter needs to be done to meet the specialized training and hands-on nature of the agencies to establish the post of departmental activities and measures.
