국제기구를 통한 대북 인도적 지원에 대한 고찰 (-북한 상주 국제기구를 중심으로)

국문 초록

본 연구의 목적은 5.24조치 이후 제도적으로 봉쇄되어 있는 대북 지원을 북한 상주 국제기구를 통해 실행 하는 것이 효과가 있는지 여부를 검토하는데 있다. 이를 위해 3가지 탐구 질문을 제기하였고, 이 질문을 중심으로 북한 주민들의 사회권 상황, 5.24조치가 정부와 민간 단체의 대북지원에 미친 영향, 북한에 상주하는 6개의 유엔기구와 6개의 비정부 국제기구의 활동에 대하여 살펴보았다. 유엔, 한국, 미국에서 발표된 북한인권상황에 대한 최근 보고서들에 의하면, 2017년 4 월 현재, 북한 주민들의 사회권 특히, 생존에 필수적인 보건권과 식량권이 제대로 보장되지 않고 있다. 여성, 아동, 노인, 장애인과 같은 사회 취약계층과 함경남북도 등 변방지역의 주민들의 사회권 침해는 더욱 심각하다. 하지만, 남한은 2010년 3월 천안함 폭침에 대한 대응으로 5.24조치를 실행하고 있는데, 이로 인해 민간단체의 대북지원 사업이 어려움을 겪고 있다. 이러한 상황에서, 국제기구 그 중에서도 북한에 상주하면서 대북 인도적 지원을 제공하고 있는 6개의 유엔기구와 6개의 비정부 국제기구가 북한의 취약계층과 변방지역의 주민들의 사회권 보장을 위해 다양한 사업을 전개하고 있다. 북한 주민들의 인권개선을 위해 민간단체들이 북한에서 활동하고 있는 유엔기구, 비정부 국제기구를 돕는 일에 앞장서야 한다.

영문 초록

The purpose of this research is to review the necessity and present situation of international support of global organizations for the practical improvement of the quality of living of North Koreans especially with difficulties and disabilities. In order to achieve this goal, I suggested three questions and search the activities of not only six U.N. organizations which had stayed in North Korea for more than 10years but also Non-Governmental Organizations which had operated in North Korea for more than 5years. Through the study and analysis of the diverse facts, I could discover that the U.N. official organizations and Non-Governmental Organization have contributed to take care of the weak and the needy with the international charity groups ernest support and sacrifice. Otherwise, most of North Korean people who have been exposed the danger of famine and starvation might be suffered serious disease and poverty. The bottom line is that South Korean Christians and churches should take part in the unconditional material help with the U.N. organizations and International NGO for North Korean inhabitants who can not afford to gain the necessities not to mention liberty.
