공연장 예술경영 전문인력의 역량체계에 관한 연구

국문 초록

정부나 지방자치단체의 지원받아 운영되는 공공 공연장은 안정적인 재정을 기반으로 운영되고 있다. 공연예술 분야의 발전의 토대가 되고 지역 문화예술의 중추적 역할을 수행하고 있는 공공 공연장의 운영 전문화를 위해 재단법인, 민간위탁 등의 다양한 운영형태를 시도하고 있으며 예술경영 전문인력을 배치하는 공연장들이 늘어나는 추세이다. 기업이나 기관의 경쟁력은 인적자원의 효율적 활용이 필수적이며, 비전과 전략에 바탕을 두고 구성원들의 역량을 분석하고 역량모델을 개발하여 인적자원 개발과 관리에 도입하고 있다. 공공 공연장의 운영 전문화를 위해서도 적합한 역량을 갖춘 전문인력이 필요하고 이를 육성하고 관리하기 위해서는 공연장 특성에 적합한 역량을 식별하여 도출하고, 더 나아가 전문인력 양성 및 배출을 위한 예술경영 학부 및 대학원 과정의 교육프로그램 설계에 반영할 수 있도록 해야 한다. 따라서 본 연구에서는 공공 공연장의 예술경영 전문인력에게 요구되는 역량에 관하여 선행연구 사례와 전문가 집단과의 심층인터뷰를 토대로 우리나라 공공 공연장에 적합한 역량체계와 지표를 설계한 다음, 공공 공연장 직원들의 설문조사 결과를 반영하여 필요한 역량체계와 지표를 제안하였다. 본 연구에서 제안된 결과는 공연장 직원들에게 제공되는 직무교육 프로그램의 설계와 운용 및 학부 및 대학원 예술경영 교과과정 편 성에 중요한 시사점을 제공해 줄 수 있을 것으로 기대된다.

영문 초록

In the field of arts management, the public arts center is vital part of the public arts policy and performing arts. this study is going to discuss about the competency for the staff in public arts centers. Based on their mission, the public arts centers set their long and short term plans and evaluate their outcomes, so staffs in the public arts centers do their work to achieve their goal to get good results. To find out the qualities, skills, and abilities of the staffs, the survey designed based on the Anthony S. Rhine(2006)’s survey, Paul Dimaggio(1987) research and the interview with staffs of the public arts center. The survey categorized 4 items and 44 indexes about traits of the staff in the public arts center. In september 2011, we distributed a survey instrument to 158 staff of 6 public arts centers and 62 responses were returned at a rate of 39.24 percent to find out their thinking about important traits of the staff in the public arts center. At last we suggested 4 items and 31 indexes by the result of the survey. The purpose of this survey is to find out the important competencies for the public arts center and affect to make the education program for the public arts center staff. The next study is to suggest how arts management programs in universities can be changed to educate right arts managers for public arts centers.
