국문 초록

본 연구는 1990년대 중반 이래 문화정책의 주요 관심사로 부상한 문화복지정책의 동향을 파악하고, 문화향유의 확산을 통한 삶의 질 제고와 사회 통합이라는 정책 목표를 달성하기 위하여 선결되어야 할 과제와 개선 방안을 제시하는 것을 목적으로 한 다. 먼저, 양대 정당의 강령에 나타난 복지이념이 어떻게 문화복지정책의 비전으로 투영되고 있는지를 검토함으로써, 새 정부의 문화복지정책의 전개방향을 가늠하였다. 다음으로, 문화복지사업의 계획·집행·평가 단계에서 드러난 문제점을 살펴보았다. 이를 바탕으로 다음과 같은 발전 방향을 제안하였다. 첫째, 문화소외계층에 대한 제한적인 이해가 또 다른 문화소외계층을 낳고 있으므로 중·장기적으로 문화복지사업의 대상을 넓혀가되, 정책 우선순위를 선별하고 각 대상의 문화 수요에 적합한 프로 그램을 제공할 수 있도록 사업별로 목적과 전략을 재정비하여야 한다. 둘째, 문화사업의 기획·운영·체험의 전 과정에서 인력 수요가 발생하는 문화복지 프로그램과 서비스의 공급을 강화하여 일자리 창출을 도모함으로써, 문화복지 서비스 전달체계의 비효율성을 극복하는 것이 필요하다. 마지막으로, 다양한 지표를 개발함으로써 문화복지사업 평가지표체계의 타당성을 제고하고 문화복지정책의 변동 시 활용도를 높일 수 있을 것이다.

영문 초록

This study explores the trend of cultural welfare policy in Korea and aims to suggest legislation and policy alternatives for the issues of the activities of cultural welfare. First, by reviewing the welfare ideology represented in the party platforms of both Saenuri and MinjooTonghap Party, the study drew the vision of cultural welfare policy in the new Administration. Then, it provided critical analyses on the current cultural welfare programs of the Ministry of Culture, Sports, and Tourism. To solve the problems in planning, implementing, and evaluating cultural welfare programs, the study makes legislation and policy recommendations as follows. First, the beneficiary of cultural welfare programs should be enlarged from economic alienation class to the general public, because young adults and middle-aged people as well as women whose career is discontinued are alienated from arts enjoyment. Second, it proposed that the Amendment of ‘Culture and Arts Promotion Act’ pass, which centers around fostering the professionals in cultural welfare to fix the inefficiency in delivering the cultural welfare services. Third, it is necessary to create jobs by increasing the provision of cultural welfare programs and services. Finally, the re-establishment of the Indicator System for evaluating cultural welfare programs is recommended as it would serve as a reference point when it comes to make change in the direction of cultural welfare policy in Korea.
