아스팔트에 대한 소방기관의 규제 실태와 폭발사례의 분석

국문 초록

아스팔트는 상온에서 고체이므로 위험물안전관리법에서 정하고 있는 위험물이 아니어서 화재 ․ 폭발 위험성이 없는 것처럼 인식하는 경향이 있는데, 저장탱크에 170-180 ℃로 가열하여 저장하므로 인화성액체와 같은 위험성이 있다. 이 논문에서는 아스팔트의 저장․취급 중 화재폭발 위험성과 아스팔트에 대한 소방기관의 규제 실태를 분석하고있다. 그리고 아스팔트와 관련된 사고 중 국내에서 발생한 아스팔트콘크리트(아스콘) 생산 중 폭발한 사례와 아스팔트 저장탱크의 폭발 사례, 해외에서 발생한 아스팔트 저장탱크의 화재폭발사고 사례를 분석하고 있다. 분석결과, 우리나라는 일본과 달리 아스팔트에 대한 소방기관의 규제가 거의 없고, 아스콘 생산 중 골재 가열실 버너에 연료를분사한 후 점화시기가 지연되면 폭발사고가 발생하며, 아스팔트저장탱크의 아스팔트 가열 중 대기오염물질이나 악취를 제거하기 위해 환경정화설비를 갑자기 강하게 작동시키는 경우 저장탱크에 물리적 폭발사고가 발생하며, 아스팔트저장탱크에서 용접 등 화기취급을 하면 폭발사고가 발생할 수 있다.

영문 초록

Because asphalt is a solid at normal temperature and is not a hazardous material as stipulated in the Safety ManagementAct on Hazardous Materials, it is often recognized as having no risk of fire or explosion. On the other hand, it is as dangerousas flammable liquid because it is heated to 170-180 ℃ and stored in a storage tank. This study analyzed the risk of fire andexplosion during the storage and handling of asphalt and the actual conditions of asphalt regulations by fire serviceorganizations. Moreover, this study analyzed the domestic case of explosions in the production process of asphalt concrete(ASCON) and domestic and foreign cases of asphalt storage tank explosions. The analysis suggested that unlike Japan, Koreahas no asphalt regulations in fire service organizations. Explosions can occur when ignition is delayed after fuel is sprayedon the dryer drum burner of the aggregates during the production of ASCON. A physical explosion can occur in the storagetank when environmental purification facilities suddenly work strongly to remove air pollutants or bad smells during theheating of asphalt in an asphalt storage tank. In addition, explosions can occur when fires such as welding is performed inthe asphalt storage tank.
