소규모 창업기업의 연구개발을 통한 투자가 일자리 창출 및 인력 대체에 미치는 영향에 관한 연구

국문 초록

본 연구에서는 국내 B은행의 검증을 거친 자산 10억원 내지 20억원 사이의 소규모 기업 12,263기업을 대상으로 2009년도부터 2015년까지의 47,494개 패널정보를 이용하여 연구개발 투자의 고용창출 및 고용대체 능력을 패널회귀분석과 일반회귀분석모형을 이용하여 분석하였으며 그 결과는 다음과 같다. 첫째, 창업후 3년 이내의 창업기업 집단이 비창업 기업집단 보다 고용창출에 더 큰 효과가 있다. 둘째, 연구개발 투자는 소규모 창업기업의 고용창출력에 긍정적으로 영향을 미치는 것으로 나타났다. 셋째, 창업기업의 연구개발이 비창업기업보다 1.5배 정도의 고용창출력이 높다. 넷째, 중소기업의 연구개발 투자가 비제조업 기업집단 보다 제조업 기업에서 고용창출에 더 큰 효과가 있다는 증거를 찾지 못하였다. 오히려 통계적으로 유의한 수준이 아니지만 부정적인 효과가 나타났다. 다섯째, 창업 3년 까지 고용창출력이 증가하다가 창업 4년 이후부터는 급속히 하락하는 것을 볼 수 있었다. 본 연구는 중소기업이나 대기업이 아닌 전국의 창업기업에서의 연구개발 투자가 고용창출 또는 대체에 미치는 효과를 창업후 연도단위로 진단하여, ‘죽음의 골짜기’가 되는 시점에서의 고용창출능력을 진단하여 정부나 창업기업, 지원 기관의 의사결정이나 금융기관 대출에 참고가 될만한 연구결과를 제시하고 있다.

영문 초록

In this study, the effects of R&D investments of manufacturing startups in Korea on job creation and substitution from 2009 till 2015 are investigated, with a focus on the their long-term effects, by comparing with non-startups and non-manufacturing firms. We use externally audited and revised financial data of 49,474 observations of 12,263 startups from a database of a financial institution and empirical test models after applying various regressions including fixed and random effects models in addition to ordinary least squares models. We find that in the short-run small startups outperformed non-startups in creating jobs that R&D investments improve their job creation capability, that the R&D investments of startups are more effective in job creations, compared with those of non-startups, and that manufacturing startups are more likely to substitute jobs, maybe through R&D activities, than their non-manufacturing counterparts, which is against the results of prior studies. In addition, we find that in the long run the job creations drop significantly for startups after three years after their establishment, although they grow very fast during the first three years in terms of employment with better profitability and more R&D investments. The results of the study on job creation and substitution suggest that small startups in Korea need some kind of supports by the government or its agencies or are required to take preventive measures to avoid bankruptcy and closing of their businesses after a few years in operation, which might leave many employees in the peril of unemployment soon after a good start in the otherwise promising business.
