노인요양시설 화재안전 관련 기준의 적정성에 관한 연구

국문 초록

노인요양시설은 노인인구의 증가에 비례하여 급격히 증가하고 있는 추세에 있다. 화재시 소화, 피난 등에서 대응능력이 현저히 떨어지는 재해약자인 노인이 생활하는 시설임에도 불구하고 그 위험특성에 맞는 관련 법규정을 갖추고 있지 못한 것으로 조사되었다. 그러한 결과로 포항노인요양원 화재 등 노인요양시설에서 화재가 자주 발생하여 대형 인명피해를 발생시키고 있는 상황이다. 본 연구에서는 국내외 관련 기준 분석, 소방공무원 대상 설문조사 등을 통하여 노인요양시설의 화재안전성 측면에서 문제점을 도출하고 그에 따른 개선요소를 분석하였다. 노인요양시설에서 화재안전성을 합리적으로 확보하기 위해서는 스프링클러설비 설치의무와 같은 소방시설 측면의 대책뿐만 아니라 설치가 가능한 층수제한, 입소노인수에 대비한 직원배치 등 건축공간적인 측면과 인적대응이라는 소프트웨어적인 측면의 대책이 필요한 것으로 분석되었다.

영문 초록

Elderly care facilities are rapidly increasing in proportion to the snowballing elderly population. The elderly are especially vulnerable to disasters such as fire for their ability to react is remarkably low in terms of fire extinguishing and egress. Elderly care facilities, nevertheless, were investigated not to meet the applicable legal requirements appropriate to take care of such risk features. For this reason, fire accidents frequently happen in elderly care facilities including the fire in Pohang elderly care center, causing a huge death toll. This study analyzed the relevant domestic and overseas criteria and surveyed fire-extinguishing officers to identify problems in fire safety of elderly care facilities and aspects to be improved. In order to guarantee the fire safety in elderly care facilities in a reasonable way, measures are necessary in terms of not only fire protection system such as obligatory installation of sprinkler but also architectural space such as installable floor limitation, and staff arrangement in proportional to the number of elderly people; as well as software aspect such as responsive personnel.
