기초자치단체 교육투자의 변화 추이 및 영향요인 분석 연구

국문 초록

이 연구는 교육투자 지원규모의 변화 추이를 파악하여 기초자치단체의 교육투자에 영향을 주는 요인에 대해서 파악하였다. 이를 위해 본 연구는 국내 지방교육재정알리미 시·도교육청 수준의 데이터인 2011년~2015년 교육투자 자료와 재정고의 기초자치단체의 투자금액 자료를 활용하여 그 결과를 산출하였다. 분석 결과, 학교 당 평균지원금액을 종속변수로 한 경우, 2011년도 초기 지원규모에 영향을 주 는 요인은 조례여부, 재정자립도, 인구천명당 사설학원수, 도시규모, 학생수, 학교수가 통계적으로 유의하게 나타났으나 기초자치단체 장과 교육감의 정치성향일치여부는 통계적으로 유의하지 않았다. 지원규모의 매년 변화율을 보면 재선을 한 기초자치단체 장이 초선인 기초자치단체장에 비해 덜 지원하고 있었다. 학생 당 평균지원금액을 종속변수로 한 경우, 2011년도 초기 지원규모에 영향 을 주는 요인은 조례여부, 재정자립도, 정치성향일치여부, 인구천명당 학생수, 도시규모(5만 이상 군 제외)를 통계적으로 유의하게 나타났으나, 5만 이상 군과 학교수, 학생수는 통계적으로 유의하지 않았다. 지원규모의 매년 변화율에 있어서 재선여부는 통계적으로 유의하지 않았다. 추후 지방자치단체의 교육투자 활성화를 위해서 관련 조례 제정 및 조례 내용에 대해 조사하고, 다양한 지표 개발 및 지방자치단체 수준의 데이터와 재정데이터를 연계 강화를 통해서 지방자치 단체의 교육투자의 영향 요인을 밝혀내는 연구활동이 활발하게 이루어져야 할 것이다.

영문 초록

This study investigates the trends in the size of educational investment support and identifies the factors influencing educational investment at the level of the local municipalities. For this investigative purpose, this study used the data of the Investment Amount of Education Investment and the financial self - governing bodies from 2011 to 2015, which is the data from the local education financial alerting provincial office of education in South Korea. As a result of the analysis, if the average support amount per school is the dependent variable, factors affecting the initial support amount in 2011 are statistically significant, including ordinance, financial independence, number of private institutes per 1,000 persons, city scale, and number of students. But, it was not statistically significant when the municipality and the head of the education office were consistent with the political tendency. In terms of the annual rate of change in the scale of support, the rector of the local governments education subsidy was less supportive than the first. When the average support amount per student is taken as a dependent variable, factors affecting the initial support amount in 2011 are statistically, by statute, by the degree of compliance with the fiscal independence, by the number of students per 1,000 persons, and by the size of the city. The number of schools, the number of students were not statistically significant. The re-election rate was not statistically significant in the rate of change of the annual support size. In order to revitalize educational investments of local governments education subsidies, research activities should be actively carried out by establishing related ordinances, developing various indexes, and linking the data of local governments with financial data.
