국문 초록

표본 조사는 고소득을 잘 포착하지 못하는 한계가 있어서 표본 가구 조사로 계산한 지니계수가 실제의 불평등을 잘 반영하지 못한다는 문제 제기가 있었다. 이러한 문제를 해결하고자 본 연구에서는 가계동향조사의 가중치를 조정하고 고소득 가구 표본을 추가하여 1998년부터 2015년까지 지니계수 추정치를 보정하였다. 가중치 보정의 기준이 되는 개인 소득 분포는 국세통계 와 가계 조사를 결합하여 구성하였다. 그리고 가구원수와 기타 가구원 소득과 같은 결측 자료(missing data)를 대체(imputation)하여 완전한 자료를 만들고, 지니계수를 반복 추정하는 베이지안 자료 확대 (data augmentation) 방법을 사용하였다. 보정 지니계수는 원래의 지니계수에 비해 10~18% 정도 크다. 표본 가구조사는 고소득을 과소 포착하고 있기 때문에 최근 들어 최상위 소득 비중이 커지면서 보정의 효과도 크게 나타난다. 2010년 이후 원래의 지니계수는 약간 하락하는 추세이지만, 보정 지니계수는 증가하는 추세이다. 영문 초록

There was a problem that the Gini coefficient calculated by the sample household survey does not reflect the actual inequality because the sample survey has a limitation that it can undercover top income. In order to solve this problem, this paper corrects the Gini coefficient estimates from 1998 to 2015 by adjusting the weights of household survey and adding top income household samples. The distribution of personal income, which is the basis of weight adjustment, is composed of national tax statistics and household survey. The Bayesian data augmentation method is used to make complete data by imputation of missing data such as household income and other household income, and to estimate the Gini coefficient repeatedly. Compared with the Gini coefficient of the National Statistical Office, the corrected Gini coefficient estimates was 10~18% higher. Since sample surveys are underestimating high income, the effects of the correction have been great as the top income shares have increased recently. The Gini coefficient of the National Statistical Office has been declining since 2010, but the corrected Gini coefficient is rather increasing. Although income inequality seems to decrease after 2010, adjusted Gini coefficient shows that income inequality is increasing in recent years.
