국문 초록

본 연구는 인도적 지원과 개발협력의 매개로써 부상하고 있는 재난회복탄력성(disaster resilience)의 개념과 고려대상(개인, 가구, 지역사회, 국가), 우선분야(경제적, 물리적 시설, 제도적, 환경적회복탄력성 사업)에 대한 인식과 실제 수행했던 재난복구사업에서의 적용 간 차이를 알아보고자 민간단체 실무자 103명을 대상으로 설문을 실시하였고 수집된 자료를 일원분산분석과 ？撮？ 검증으로 분석하였다. 연구결과, 재난회복탄력성 개념인식의 유형별로 현장에서의 고려수준 차이는 유의하였으나 분야별 사업의 투입과 산출 간 차이에 있어서는 제도적 회복탄력성사업에 한해 유의한 결과가 나타났다. 반면, 개입이 필요하다고 응답한 고려대상과 실제 현업에서의 적용 및 우선시 하는 사업분야와 현업의 분야 간 관계는 모두 유의하지 않았다. 따라서 향후 해외재난복구사업의 수행에 있어 고려대상 및 분야와 현업의 적용 간 일치성을 제고할 필요가 있다는 함의를 제시하였고 이를 개선하기 위한 민간단체와 더불어 정부차원의 대책을 제안하였다.

영문 초록

Disaster resilience has been looming up as a mediator which plays a bridging role to connect between humanitarian assistance and development cooperation. Thus, the study aims to investigate the extent of correlation between civil humanitarian aid workers’ perception of disaster resilience and the application of disaster recovery projects in aspect of concept, targets (individual, household, community, and country) and areas (economic, physical, institutional and ecological resilience). For this purpose, the survey is conducted to 103 civil humanitarian aid workers, which is analyzed with one-way ANOVA and χ 2 . The results shows that types of perception become meaningfully relevant to the extent of consideration of disaster resilience in their implementation of post-disaster recovery project, whereas it only correlates to inputs and outputs of an institutional resilience project. Nor are significant results found between considered targets and real targets, considered areas are hardly matched with actual areas. Therefore, the study suggests that civil humanitarian agencies, including an official development agencies should take corrective measures to make considered targets and areas relevant to actual targets and areas in post-disaster recovery project in the future.
