드러커와 미제스의 자유주의적 관점을 통해 본 ‘기능하는 사회’실현을 위한 확장된 가치사슬

국문 초록

성장의 정체, 청년 실업을 비롯한 높은 실업률, 그리고 소위 대기업과 중소기업 간의 갈등 등 사회경제적 문제가 심화되면서 한국사회의 기능이 잘못된 것이 아닌가 하는 우려가 고조되고 있다. 대기업 조직이 오늘날 산업사회의 주역으로서 부상하여 사회를 경제적으로 지지하는 경제적 부를 창출하는 주된 기여자임에도 불구하고 경제 문제의 핵심이 대기업인 것처럼 지탄을 받기도 한다. 이 논문의 목적은 ‘기능하는 사회’를 이루기 위한 문제 분석의 범위에 관해 ‘확장된 가치사슬’을 제안하기 위한 것이다. 확장된 가치사슬은 대기업의 내부와 외부 영역을 포함한다. 이런 생각은 오늘날 산업화된 사회에서 대기업이 주된 기관이 되었다는 면에서 분석의 한쪽 부분을 차지해야 한다는 점, 그리고 대기업 밖에 있는 외부 영역은 대기업을 포함하는 전체 사회가 부를 창출하는 데에 관한 경제시스템 환경을 조성한다는 점에 따른 것이다. 기업의 내부 영역에 대해서는 피터 드러커의 초기 저술인 ‘경제인의 종말’과 ‘산업인의 미래’에 나타난 사회경제학적 주제를 중심으로 기술하였다. 드러커는 초기 저술에서 자유주의 산업사회에서 새로운 주역으로 떠오른 대기업의 경영자 내지 구성원의 행동을 통해 ‘기능하는 사회’를 구현하는 데 어떻게 기여해야 하는지에 대하여 방향을 제시했다. 드러커의 관점에 따르면, 대기업이 산업사회의 주역으로 부상한 만큼 사회가 제대로기능하는 데 있어서 대기업에 요구되는 책임이 커졌으므로 대기업은 책임의 영역을 보다 폭넓게 인식할 필요가 있다. 기업은 경쟁력을 높여 사회를 유지하는 데 필요한 경제적 부를 창출하는 것이 그 일차적인 목적이지만, 사회 속의 핵심 기관으로서의 위치가 된 이상 기업은 사회가 인정하는 ‘정당성’을 부여받아야 한다. 그러나 오늘날의 사회경제적 문제를 해결하고 ‘기능하는 사회’를 구현하는 데 있어서 대기업의 역할만을 강조하는 것으로는 한계가 있는 것으로 보인다. 대기업의 역할과 아울러 산업사회의 주체로서 기업이 제 역할을 다할 수 있는 토양이 필요한데, 이는 사회전체의 차원에서 요구되는 자유주의적 가치관을 말한다. 미제스는 신자유주의 한 축을 이루는 경제학자로서 현대사회가 자유주의에서 이탈하여 사회주의 내지는 간섭주의로 가게 되는 움직임에 맞서 자유주의를 지키기 위한 저술에 일생을 바쳤던 사람이다. 미제스의 저술을 통하여 대기업이 포함된 전체 사회 특히 정부의 차원에서 자유주의를 전개하기 위한 행동 양식을 정리할 수 있다. 본 논문은, 자유주의 시장경제 체제의 주된 기관이 기업인 점을 고려하여 자유주의 시장경제 체제가 제 기능을 수행하기 위해 요구되는 대기업의 행동 양식, 그리고 그 외부적 환경 요인인 정부와 사회에 요구되는 행동양식을 각각 드러커와 미제스의 관점을 바탕으로 대비해서 정리하였다. 기업의 내ㆍ외 측면을 동시에 고려함으로써 현재 우리사회가 처한 ‘기능하는 사회’의 문제를 해결하기 위한 분석의 가치사슬을 확장하는 효과를 얻을 수 있을 것이다.

영문 초록

Korea has prevailing socioeconomic problems in many areas including the declining growth potential of economy, the worsening unemployment, especially of the young generation, and the so-called conflicts between the big corporations and the small companies. These problems as a whole raise deep concerns about whether the Korean society is functioning properly. The big corporations which had become dominant in today``s industrial era are condemned as the main sources of the problem though they are the main contributors of the economic wealth to support this society. The purpose of this article is to suggest the ``extended value-chain`` that shows the range to analyze those socioeconomic problems to make ``the functioning society``. The extended value chain includes both the inner and outer areas of the corporations. It reflects the idea that the corporations should be acknowledged as one half of this discussion because they had become the dominant institutions of this industrialized society, and the outer society should be acknowledged as another half because they play the major role to shape the overall environment to make the society including the corporations to produce the wealth. The inner part of the corporation is based upon Peter F. Drucker``s ideas of his earlier publications, ``The end of Economic Man`` and ``The future of Industrial Man``, in which the author``s views on the social responsibility of the corporations needed in bringing about ``the functioning society`` are described. He urged that the corporations should have broader responsibility to make the society function properly because the corporations had become dominant institutions among this industrialized society. But it seems that the corporations`` capability to solve today``s socioeconomic problems and to realize the functioning society is limited in that the corporations are the institutions which exist within the environment posed by the society. That means the corporations need proper environment for them to grow well. The implied environment is the liberalism values that is well described by Ludvig V. Mises. No corporation can produce its potential economic wealth when the society oppress the corporations`` proprietary right by various interventionism regulations. The Outer part of the corporation, the society itself, was described based upon Ludvig V. Mises``s publications. He is recognized as a summit of the liberalism economist who had fought through his life to keep liberalism values against the socialism and its sibling, the interventionism. By considering both the inner and outer areas of the corporations, i.e. the extended value chain, we can find more effective means to solve the socioeconomic problems and to realize ``the functioning society ``.
