국가 거버넌스의 평가를 위한 분석틀

국문 초록

사회구조의 복잡화와 개인욕구의 다양화와 함께 기존의 통치(government) 가 각종 사회문제를 해결하는 데 한계를 드러냄에 따라 거버넌스(governance) 가 새로운 정치 혹은 행정 패러다임으로 등장하고 있다. 그러나 거버넌스 실행 에서 거버넌스가 제대로 운영되지 못해 거버넌스가 지향하는 가치가 제대로 실현되지 못하고 있다. 따라서 거버넌스의 효과에 대한 평가가 필요하다. 이 글은 비교적 연구가 부진한 중앙정부 차원의 거버넌스 평가를 위한 분석틀을 제시하는 것이다. 물론 중앙정부라고 하더라도 부처마다 조직의 성격이나 업무가 다르고, 다양한 기관이 있다. 여기서는 크게 대상을 준정부기관의 성격이 강한 의결/심의기관과 민간기관의 성격을 띤 실행기관으로 나누고, 각 부처에서 사례 기관을 선정하여 평가하는 것으로 가정하였다. 거버넌스에 시민사회의 NGO가 중요한 행위자로 참여한다는 가정 하에서 의결/심의기관 평가에서는 조직의 설립, 외부행위자의 참여, 조직의 성격, 권력의 분화, 의사결정방식, 책임의 공동이행, 조직의 혁신, 갈등해결 방식 등 8개 지표를 제시하였다. 그리고 실행기관 평가에서는 네트워크, 의사소통, 자율성, 파트너십, 정부지원, 조직능력 고양, 문제해결능력 증진 등 7개 지표를 개발하였다.

영문 초록

Governance is emerging as a new paradigm of politics or administration according as the social structure is increasingly complicated and the individual needs are diversified, in which government, an olden style of administration would be limited to solve social problems. Nevertheless, governance is not properly gone into action in the administrative field. This entices us to assess the effectiveness of governance. The purpose of his paper is to present an analysis framework for assessment of national governance that is scarcely researched in the social science. There are, of course, diverse organizations in a department of the central government which are different in their organizational natures and roles. Here I assumed that case organizations are separated into legislative organizations and executive ones. I also hypothesized the main actors in the governance are NGOs. Taking these into consideration, I proposed 8 indicators for assessment of the legislative organization, such as establishment of organization, participation of outsider, nature of organization, power sharing, decision method, joint implementation of accountability, organizational innovation, and conflict resolution style. I also suggested 7 indicators for assessment of the executive organization, such as network, communication, autonomy, partnership, public aid, enhancement of organizational capacity, and progress of problem solving skill.
