국문 초록

기존 국제개발협력 연구들은 공여국들이 원조를 제공하는 동기는 주로 국제 정치적 또는 경제적 관점에서 다뤄왔다. 그러나 오늘날 떠오르는 신흥공여국인 중국의 국제 개발협력은 기존 연구들에서 상대적으로 주목받지 못했던 독특한 ‘국내적 동기’를 보인다. 중국은 기존 공여국들과 달리 심각한 저개발, 불평등과 같은 다양한 국내 문제에 직면해 왔다. 따라서 중국은 원조정책을 포함한 국가 정책에 자국내 개발 문제와 연계시키는 전략을 취하는 경향이 높다. 본 연구는 중국의 접경지역에서의 국제개발 협력과 지역 개발 정책 간의 연관성을 주장한다. 중국의 국내 낙후지역 개발은 중국이 접경 국가들과 개발협력 프로그램을 시행하는 하나의 목적 중 하나일 수 있다. 중국과 접하고 있는 북한과의 개발협력 사례를 살펴봄으로서, 본 연구는 북중 개발협력과 중국 내 동북 3성의 지역개발 정책 간의 연계성을 분석한다. 이러한 논의를 바탕 으로 결론에서는 기존 공여국들과 구별되는 중국과 같은 신흥공여국들과 그들의 원조 동기에 대한 폭넓은 이해가 필요함을 주장하며 마친다.

영문 초록

In the study of international development cooperation, the motive for donors to provide aid has been dealt mainly with international political or economic perspectives. However, an emerging donor, China s international development cooperation has a distinct domestic motive, which has received relatively little attention from previous studies. As a developing country, China has been faced with various domestic problems such as underdevelopment and inequality from which most of the donors had not suffered seriously. In this regard, it is not so surprising that China tries to link its development issue to other polices including the aid policy. This paper suggests the connection between international development cooperation of China and its regional development policy in border areas. The regional development in backward areas can be one of the purposes of China s implementation of development programs with developing countries sharing borders. In other words, the fact that China is still developing and sharing borders with many developing countries causes it domestic motives. By investigating the case of development cooperation between China and North Korea, we can find out that China s development cooperation has relevance to the development policy for three northeastern provinces in China. This research comes to a conclusion by arguing the needs to broaden our understanding about new donors and their aid motives which are differentiated from that of conservative donors.
